About this opportunity

Palm Beach County Board of County Commissioners is requesting proposals for ground application services for exotic, wetland, and vegetation control across County-owned lands and parks, with proposals due July 15, 2026 at 4:00 p.m. local time. Small Business Enterprises (SBE) participation is a scored evaluation criterion worth 15 of 100 points; Schedule 1 and Schedule 2 documentation is required for any subcontractors, and all vendors and subcontractors must be registered in the County's Vendor Self-Service system prior to contract finalization.

The scope covers invasive and nuisance vegetation treatment across two distinct zones: Zone 1 includes medium to large properties requiring substantial vehicles and specialized equipment; Zone 2 consists of smaller urban properties requiring fewer resources with no aquatic treatments. Services span multiple Florida locations and occur year-round based on seasonal vegetation growth and treatment windows. Contractors must provide ground crews, equipment, herbicides, and supplies; maintain appropriate pesticide applicator licenses; and comply with integrated pest management principles and all state and federal environmental regulations. Equipment requirements are specified in the RFP questionnaires (question 20 for Zone 1, question 17 for Zone 2) and are mandatory for responsiveness.

The County may award separate contracts for each zone or one contract covering both zones based on proposals received. The initial contract term is thirty-six months ending August 17, 2029, with two optional twelve-month renewal periods at the County's discretion. Contract award is anticipated August 18, 2026, with that date as the contract start date. Pricing is structured on hourly rates for labor and equipment operation, plus unit costs per acre or per treatment unit for herbicides and application.

Evaluation weighs Experience and Qualifications (40 points), Project Approach and Understanding (10 points), Key Personnel and Operations (15 points), Price Proposal (15 points), SBE participation (15 points), and Business Location/Local Preference (5 points). A non-mandatory pre-proposal conference was held June 9, 2026. Oral presentations are scheduled July 23, 2026. Proposals must include one unbound original, seven bound copies, and one electronic PDF copy.
