About this opportunity

Palm Beach County Board of County Commissioners is requesting proposals for ground application services to control invasive and nuisance vegetation across public lands under RFP 26-053/JC, with proposals due July 15, 2026 at 4:00 p.m. The RFP divides the work into two separate treatment zones, with the County potentially awarding separate contracts for each zone or a single contract covering both. A non-mandatory pre-proposal conference is scheduled for June 9, 2026 at 2:00 p.m. at the Procurement Department, and questions must be submitted by June 17, 2026 at 5:00 p.m.

The scope encompasses ground-based herbicide application across more than 600 acres of public lakes and over 31,000 acres of natural areas using foliar spray, frill and girdle, stump, basal bark, and broadcast methods. Zone 1 covers medium to large properties requiring substantial vehicles and specialized equipment; Zone 2 comprises smaller, urban properties with no aquatic treatment requirements. Contractors must maintain current Florida pesticide applicator licenses, appropriate liability insurance including coverage for pesticide application activities, and drug-free workplace certification. Equipment and qualifications are mandatory; Zone 1 and Zone 2 proposers must meet specific equipment criteria outlined in questionnaire questions #20 and #17, respectively, or proposals will be deemed non-responsive.

The contract term is thirty-six months ending August 17, 2029, with two optional twelve-month renewal periods at County discretion. Contract award is anticipated August 18, 2026, coinciding with commencement. Pricing is to be submitted on a per-acre or per-project basis. Evaluation criteria are: Experience/Qualifications (40 points), Project Approach/Understanding (10 points), Key Personnel and Operations (15 points), Price Proposal (15 points), Small Business Enterprises participation (15 points), and Business Location/Local Preference (5 points). Small Business Development program documentation and vendor registration in the Vendor Self-Service system are mandatory. Proposers must submit one unbound original, seven bound copies, and one electronic PDF copy. Oral presentations are scheduled for July 23, 2026, with Notice of Intent to Award posted July 30, 2026.
