About this opportunity
The City of Greenville, Texas is requesting proposals for outdoor kennels construction for its Animal Control facility under a rebid, with proposals due November 2, 2026 at 3:00 p.m.
The scope is Phase 1 construction of a pre-engineered metal building measuring 101 feet by 50 feet with 50-foot clear span, 12-foot eave height, and 2/12 roof pitch, supported by drilled pier foundations with 30-inch diameter piers. The structure will accommodate eight kennel bays with integrated lighting and fans. All concrete must achieve a minimum 3,000 PSI compressive strength at 28 days with 7–9 inch slump, placed within 90 minutes of batch time per ACI standards. Reinforcing steel shall be Grade 60 conforming to ASTM A615-60; anchor bolts conforming to ASTM A307. The design adheres to the 2018 International Building Code with Building Risk Category II classification, incorporating ground snow load of 5 pounds per square foot and ultimate design wind speed of 115 miles per hour, based on geotechnical findings establishing allowable net soil bearing capacity of 6,000 pounds per square foot. The contractor must verify all dimensions, coordinate with architectural and utility drawings, and submit pre-engineered metal building plans to the foundation engineer for approval prior to construction. The contractor is responsible for coordinating with the owner-employed testing laboratory to perform required concrete testing.
Pricing is to be submitted as an all-inclusive, not-to-exceed fee estimate on a single line-item basis. The contract will be awarded for the first year at the estimated fees submitted in the proposal, with the possibility of extension for second and third-year terms. Net 30 payment terms apply; interim payments are made based on percentage of work performed. Proposals remain valid for a minimum of 90 days following the RFP closing date. Three printed copies and one electronic copy are required via sealed delivery or the eProcurement Portal at https://procurement.opengov.com/portal/greenvilletx/projects/316928. A pre-proposal conference date is to be determined; questions should be directed to Brenna Hazelip, Purchasing Agent, at 2821 Washington Street, Greenville, Texas 75401.
