About this opportunity

Virginia Department of General Services is soliciting sealed bids through Invitation for Bid 799-10887-1284 to recoat the interior of an existing 0.45-megagallon ground storage water tank and make incidental repairs at Greensville Correctional Center in Jarratt, Virginia, with bids due November 4, 2026 at 2:00 p.m. through eVA. The IFB is issued by the Department of General Services, and Addendum 1 attributes the project to the Virginia Department of Corrections. No set-asides are identified. Bidders must be registered vendors in eVA and comply with Virginia contractor registration requirements under Code of Virginia Section 54.1-1100 et seq. A bid bond is required from all bidders, and performance and labor and material payment bonds are required if the bid exceeds $500,000. The mandatory pre-bid conference was held October 21, 2026, and the addendum records 11 bidders in attendance.

The scope covers interior recoating and incidental repairs to a tank measuring 73 feet in diameter and 17 feet in height. Repairs include replacing the exterior level gauge with a half-travel level indicator, replacing the 10-inch drain valve with an AWWA C-509 resilient seat gate valve, caulking the chime-to-foundation joint, and grading a new drainage swale along the southern perimeter. Coating materials and application must meet National Sanitation Foundation and American Water Works Association requirements for potable water systems. The tank must be disinfected under AWWA C652 using chlorination method 2 or 3 and Virginia Department of Health waterworks regulations. Two bacteriological samples, collected at least 24 hours apart and analyzed by a Virginia Department of Health certified laboratory, must show no contamination before the tank is placed in service. Quinn Consulting Services will provide inspection services.

Virginia Department of Labor and Industry heavy construction wage determinations apply. The addendum approves a Painter classification at $29.16 per hour plus $11.86 in fringe benefits, and it denies a Sandblaster classification because surface preparation falls under Painter.

The contract is awarded on a lump sum basis for the Total Base Bid Amount plus any additive bid items at the Owner's discretion. Bids open virtually on November 5, 2026, and the Notice of Award or Notice of Intent to Award will post on eVA. Bidding documents, including sketches and specifications, are available from Stratus Team, LLC in Richmond, Virginia, at 804-592-3899 or michael.hetzler@stratusteam.com.
