About this file
This is Addendum 1 to a contract opportunity issued by the Virginia Department of Corrections for water tank recoating and repairs at Greensville Correctional Center. The project involves recoating the interior of an existing 0.45-megagallon ground storage water tank and performing incidental repairs, including replacement of the exterior level gauge with a half-travel level indicator, replacement of the 10-inch drain valve with an AWWA C-509 resilient seat gate valve, caulking the chime-to-foundation joint, and grading a new drainage swale along the southern tank perimeter. The tank dimensions are 73 feet in diameter and 17 feet in height. A mandatory pre-bid meeting was held on October 21, 2026, via teleconference, with 11 bidders in attendance. The addendum clarifies that shrouding is not required for exterior pressure washing, establishes that Quinn Consulting Services will provide inspection services, and specifies that the tank shall be disinfected in accordance with AWWA C652 using chlorination methods 2 or 3 and Virginia Department of Health waterworks regulations prior to being placed in service.
The addendum includes Virginia Department of Labor and Industry wage determinations for heavy construction work, establishing prevailing wage rates for various classifications including carpenters, electricians, operators, and laborers. Additional wage classification approvals include Painter: Brush, Roller and Spray at $29.16 per hour wage plus $11.86 fringe benefits, while the request for Sandblaster classification was denied as surface preparation duties fall under the Painter classification. The coating materials and application must meet National Sanitation Federation and American Water Works Association requirements for potable drinking water systems. No set-asides are identified in this addendum. Testing of disinfected water requires two bacteriological samples collected at least 24 hours apart, analyzed by a Virginia Department of Health certified laboratory, with results indicating no contamination before the tank may be placed into service.

Additional Wage Classification Response
The Virginia Department of Labor and Industry has reviewed your request for an additional labor classification and all attached materials. After reviewing all relevant material DOLI has ACCEPTED your request, with changes.

Decision Basis:
April Helbert submitted a request for a conformance due to the lack of an Industrial Painter:
Brush, Roller and Spray in Greensville County with a suggested rate of $30.00 wage and no fringes.
Based on the agency review, the Virginia Department of Labor & Industry has agreed to add the “Painter: Brush, Roller and Spray” labor classification to this project, matching the naming conventions elsewhere in the Commonwealth of Virginia. The wage rate the Department has adopted above ($29.16 wage, $11.86 fringe) is consistent with the prevailing wage rates for Painter: Brush, Roller and Spray in similar and nearby localities.
If you wish to appeal this decision, please send a formal notice of your appeal to PrevailingWage@doli.virginia.gov. Upon receiving your appeal DOLI will contact you to set up a hearing on this decision.

Decision Basis:
April Helbert submitted a request for a conformance due to the lack of a Sandblaster in Greensville County with a suggested rate of $30.00 wage and no fringes.
The contractor listed the Job Description as “Sandblast water storage tank and prepares for painting/coating. Will work at heights with fall protection required”, and the Duties as “Sandblasts water storage tank and prepares for painting/coating”.
The preparation of surfaces for painting is commonly performed by the relevant Painter classification. New classifications cannot be proposed by combining job duties from two or more existing classifications on the wage determination, nor propose a new classification that performs only partial duties of an existing classification.
Based on the agency review, the Virginia Department of Labor & Industry has denied the addition of the job classification of “Sandblaster” to this project.
If you wish to appeal this decision, please send a formal notice of your appeal to PrevailingWage@doli.virginia.gov. Upon receiving your appeal DOLI will contact you to set up a hearing on this decision.
