About this opportunity

Green County, Wisconsin is seeking bids for a comprehensive restoration project of the Green County Courthouse located in Monroe, involving the replacement of the steep-sloped roofing system. The project requires installing natural slate roofing quarried in North America, complete replacement of copper gutters, downspouts, cornices, and water tables, and installation of 20-ounce copper flashings. A deductive alternate allows for architectural asphalt shingle roofing in place of natural slate. Key requirements include duplicating and installing copper finials, performing masonry tuckpointing, and applying high-performance coating to new cornices and downspouts. Bidders must submit pre-qualification materials, with a mandatory site visit scheduled for June 16, 2021, at 9:00 AM CST. Written questions were due by June 18, 2021, with answers published June 22, 2021. Bid responses were due June 25, 2021, at 12:00 PM CST, with a public bid opening on June 30, 2021, at 5:00 PM. Evaluation criteria focus on selecting the most qualified, responsible, and responsive bidder with the lowest price.

Prime contractors and subcontractors must meet specific experience qualifications, including a minimum of ten years in steep slope roofing and masonry work, with three previous projects on National Register of Historic Places buildings. Specialized subcontractors require five years of experience in their respective trades, with slate roofing contractors needing National Slate Association membership. The project requires 10% bid bonds, performance and payment bonds for the full contract amount, and comprehensive insurance coverage, including $1,000,000 in general liability, business auto liability, and excess/umbrella liability. While no specific set-aside designations were mentioned, the stringent qualifications may limit competition to highly experienced contractors. No incumbent vendor information was provided, and the project appears to be a standalone restoration effort. The exact budget was not specified in the documentation, but the comprehensive nature of the restoration and the historical significance of the courthouse suggest a substantial investment. Intent to Award letters were planned to be sent by July 15, 2021, with County Board approval scheduled for July 13, 2021.
