About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet issued Request for Bid (RFB) 758 2200000200 on behalf of the Department of Military Affairs for grease lines service on October 6, 2021. This solicitation seeks vendor responses to establish an award contract for automotive grease line replacement and installation services at the Department of Military Affairs facility located at 2387 Mates Building, N. Wilson Road, Fort Knox, Kentucky 40121. The scope of work requires vendors to furnish all materials and labor to unhook existing automotive grease lines from an equipment room, dispose of old lines with proper documentation, install new lines of identical size in the same locations, connect lines to existing grease reels and pumps, purge the lines, and ensure proper operation. Vendors must be registered in the Commonwealth's Vendor Self Service System and submit electronic bids through the eProcurement platform by October 21, 2021, at 1:30 PM ET, with written questions due by October 12, 2021, at 10:00 AM ET. A mandatory site visit and validation form signature from an authorized agency representative (James Otta at 502-607-1547) is required for bid responsiveness. Evaluation will utilize a best value approach allocating 90 points to price (with the lowest bidder receiving maximum points and subsequent bidders scored proportionally) and 10 points to experience, measured in years of service within the United States not to exceed 50 years. Vendors must bid all items without exception, quote pricing F.O.B. Destination Freight Prepaid and Allowed with all shipping costs vendor-borne, and maintain pricing validity for a minimum of 60 calendar days after the bid due date.
Kentucky resident bidders are eligible for reciprocal preference consideration as defined in KRS 45A.490-494 and 200 KAR 5:410, with preferences available for qualified bidders meeting statutory definitions. Vendors must possess a valid Kentucky business license and provide general liability insurance of $1,000,000 and Kentucky Worker's Compensation Insurance, with an ACCORD Certificate required within 10 days of award notification. Prior to award, successful bidders must submit Revenue Form 10A100 (Kentucky Tax Registration Application), a Certificate of Authority if a foreign entity, required affidavits (notarized annual affidavits attesting to compliance with campaign finance laws, tax registration, and other statutory requirements), and Equal Employment Opportunity forms if applicable. The solicitation document does not specify a contract value or budget range; however, the Commonwealth reserves the right to cancel the RFB if responses exceed available funding and may cancel the resulting contract with 30 days' written notice. No incumbent vendor or existing contractor information was identified in the procurement materials, and no specific technology integration requirements were specified beyond connection to existing grease reels and pumps at the facility.
