About this opportunity

The Tennessee Emergency Management Authority (TEMA) is issuing a Request for Information on a Grants Management System to support state-funded disaster aid programs, with responses due September 18, 2026 by 3:00 p.m. Central time. This is a market-research RFI; responses do not obligate the State or create contractual rights, and the State will not reimburse response costs.

TEMA seeks vendor input on a centralized platform to manage the complete grant lifecycle for applicants, recipients, reviewers, and State personnel, with capacity to accommodate high-volume disaster-related surges. Required capabilities include system configuration flexibility, integration with state payment systems, security and access controls, validation and duplicate-detection features, WCAG accessibility compliance, comprehensive reporting, electronic signature support, user-management approaches, implementation methodologies with timelines, and ongoing support services including disaster-response support.

Vendors must provide detailed organizational experience with grant management systems, technical specifications addressing the above capabilities, cost information including pricing units, typical price ranges for similar services, startup and recurring costs, and user licensing cost models.

The State will complete its review of responses and schedule vendor demonstrations by October 14, 2026. Demonstrations are scheduled for November 9–23, 2026. Responses become State property. No funding amount, contract term, renewal options, set-asides, or formal procurement timeline are specified in this RFI, as the State is in the information-gathering phase to inform a future solicitation.
