About this file

This is a Request for Information (RFI) issued by the Tennessee Emergency Management Authority (TEMA), a division of the State of Tennessee, for a new Grants Management System. The RFI seeks vendor input on a centralized platform designed to manage grant activities throughout the complete grant lifecycle for a state-funded disaster aid program, accommodating high-volume disaster-related surges. The system will serve applicants, recipients, reviewers, and State personnel. Responses are due by 3:00 PM Central Standard Time on September 18, 2026, with the State completing its review and scheduling demonstrations by October 14, 2026. Demonstrations are scheduled for November 9-23, 2026. Responses to this RFI are not a prerequisite for future solicitations and do not create any contractual rights. The State will not pay for response costs, and responses become State property.

The RFI requests detailed technical and cost information from interested vendors, including organizational experience with grant management systems, system configuration capabilities, integration with state payment systems, security and access controls, validation and duplicate detection features, accessibility compliance, reporting capabilities, electronic signature support, user management approaches, implementation methodologies with timelines, and ongoing support services including disaster-response support. Vendors must also provide cost information detailing pricing units, typical price ranges for similar services, startup and recurring costs, and user licensing cost models. No specific funding amount, contract term, renewal options, or set-asides are outlined in this RFI document, as it is designed to gather market information to inform a future formal procurement process.
