The Grants AFR is a mission-critical Oracle-based Online Transaction Processing system that manages grant revenue and expenditure data for Local Education Agencies, calculates award amounts, supports fund disbursement, receives reported expenditures from LEAs, and provides financial reporting to MSDE. The contractor will deliver day-to-day operational support, Oracle 19c database administration, Informatica PowerCenter ETL and data integration support, IBM Cognos Analytics reporting and maintenance, middleware and infrastructure support including Oracle WebLogic Server and Windows Server environments, and OpenDJ LDAP integration management for user authentication and authorization. Bidders must meet the mandatory minimum qualification of two years of prior experience using Maryland's Financial Management Information System. Small, minority, and veteran-owned businesses are encouraged to respond.

The total contract cost may not exceed $100,000 for the anticipated 12-month term running March 1, 2026 through February 28, 2027. Work is performed remotely. The contractor will estimate 800 hours of Subject Matter Expert services and bill monthly for work performed the previous month on a net 30 payment schedule. Award will be made to the responsive and responsible bidder submitting the lowest bid price after meeting all evaluation criteria. Contractors must submit a letter of interest, resume demonstrating required qualifications, completed Exhibit A Bid Form with itemized hourly rates, and an updated W-9 form if not previously done business with MSDE or the State of Maryland. MSDE reserves the right to award contracts to multiple consultants and to extend the bid submission deadline by up to two additional seven-day periods.
