About this opportunity
The Township of Liberty is seeking sealed bids for the Grange Hall Re-Construction project, which encompasses multiple construction categories including General Construction, Electrical, Heating, Ventilation, and Air Conditioning (HVAC), and Plumbing. Interested contractors must submit bids by 7:00 P.M. on Tuesday, September 9, 2025, at the Liberty Township Building located in Montrose, Pennsylvania. A mandatory pre-bid meeting was held on Monday, August 11, 2025, at 11:00 A.M. at the Grange Hall site. All bid documents and solicitation details are available at no cost through PennBid (www.PennBid.net). Bidders are required to submit a Certified Check, Cashiers Check, or Bid Bond payable to the Township of Liberty, representing ten percent (10%) of the total bid amount. The project is subject to the Pennsylvania Prevailing Wage Act, and the township will typically award the contract within thirty (30) days to the lowest responsible and responsive bidder who submits a bid conforming to the specifications, while reserving the right to reject any or all bids.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. While the detailed files suggest comprehensive reconstruction plans, no specific budget range or award value is explicitly stated in the available documentation. The contract opportunity covers multiple construction disciplines, indicating a complex renovation project for the Grange Hall. All bid submissions must be made through the PennBid platform, which serves as the central repository for project documentation and bidder communication. Potential bidders must demonstrate compliance with prevailing wage requirements and provide the required bid security. The township's evaluation will focus on responsiveness, responsibility, and alignment with project specifications, with the lowest qualified bidder likely to receive the contract. Interested contractors should carefully review all attached documents, including the various construction-specific bid packages for General Construction, Electrical, HVAC, and Plumbing work.
