About this opportunity
The Colorado Department of Human Services is issuing a Documented Quote (DQ) solicitation for a Project Manager to oversee the implementation of Senate Bill 16-178, which mandates the relocation of services and closure of the Grand Junction Regional Center campus. The procurement encompasses two distinct phases over a contract term spanning August 2016 through July 2018, with all work required to be completed by July 1, 2018. Phase I, due December 10, 2016, focuses on stakeholder engagement and comprehensive relocation planning, including oversight of a seven-member Advisory Group, facilitation of Employee Focus Group meetings, and preparation of detailed reports and timelines for campus vacation and property sale. Phase II involves implementing the approved relocation plan under one of two alternatives: Alternative A assumes residents relocate to existing off-campus facilities without new construction, while Alternative B requires project management for capital construction of new homes if current capacity proves insufficient. Qualified vendors must demonstrate experience facilitating complex workgroups with competing interests and must disclose any conflicts of interest with stakeholder groups or prior Department work. Proposals must be submitted by July 28, 2016 at 2:00 p.m. Mountain Time via email to brenda.mcgee@state.co.us or by mail to the North Central Procurement office. The State will award a single contract based on the quote most advantageous to the State, with price as the primary evaluation criterion, followed by experience, delivery capability, and warranties.
Service Disabled Veteran Owned Small Businesses (SDVOSBs) registered with the Center for Veteran Enterprise are eligible to receive a five percent price preference upon submission of proper certification documentation. Vendors must provide fixed-price quotes for both Phase II alternatives to be considered responsive, as the specific scope of Phase II work depends on outcomes from Phase I planning and resident service location decisions. All pricing shall be FOB Destination with vendors required to specify any minimums, special charges, or restrictions, and payment terms must be at least 45 calendar days. Pricing must remain firm throughout the contract term, including any option years. No incumbent vendors or budget values are specified in the solicitation documents. The procurement does not indicate any existing infrastructure or technology requiring integration by the selected vendor.
