About this opportunity

The City of McKinney, Texas is soliciting sealed proposals for the Grady Littlejohn Park Improvements project, a comprehensive construction and site renovation initiative in Collin County. The project encompasses extensive improvements to a softball complex including redevelopment of six softball fields with new seating, construction of a new concession and restroom building (approximately 2,500 square feet), installation of a pedestrian plaza, site furnishings, landscape irrigation systems, and hardscape construction with concrete paving and terraced seating. Key deliverables include removal and reinstallation of existing bleachers, dugouts, and bat racks; demolition of retaining walls; installation of new concrete pavement, handrails, and guardrails; establishment of new landscaping with trees and sodding; and all associated utility coordination and erosion control. The project requires strict compliance with City of McKinney standards and ADA accessibility requirements, comprehensive tree protection and preservation measures, and adherence to the Fifth Edition (2023) Public Works Construction Standards from the North Central Texas Council of Governments (NCTCOG). Proposals are due by 2:00 p.m. on March 27, 2026, submitted electronically through Bonfire or in person at City Hall (401 E. Virginia Street, McKinney, Texas 75069), with a non-mandatory pre-submittal conference scheduled for March 10, 2026, via Webex. Evaluation will be based on the Offeror's Narrative Approach to Construction (30 points), Contractor and Subcontractor Qualifications (20 points), and Proposal Price (50 points), with award made to the lowest qualified, responsible offeror offering best value. Bidders must have a minimum of three years' experience in relevant work types, demonstrate substantial experience with similar projects, and submit detailed qualifications and experience statements for both the contractor and all subcontractors along with comprehensive safety documentation and references.

No set-aside designations or restrictions for disadvantaged enterprises are specified in the procurement documents. The contract documents are available for download from Bonfire at no cost or purchase from LJA Engineering (2150 South Central Expressway Suite 300, McKinney, TX 75070) for $125.00 per non-refundable set, with no incumbent vendors or current contractors identified. A 5% bid security is required in the form of a bid bond, certified check, or cashier's check, and upon award, the successful contractor must provide Performance, Payment, and Maintenance Bonds equal to 100% of the contract price. The Engineer's opinion of probable construction cost is estimated at $4,000,000.00, establishing the project budget and award value range. The contract requires completion within 365 calendar days from the written Notice to Proceed, with work commencement required within ten days of notice, and substantial completion must be achieved within the 365-day period with all outstanding issues resolved within an additional 30 calendar days. The contractor must comply with prevailing wage requirements for Heavy Construction in Collin, Dallas, Denton, Ellis, Kaufman, and Rockwall Counties, maintain comprehensive insurance coverage including General Liability of $2,000,000 per occurrence, and provide a two-year warranty period covering defects in materials and workmanship following final acceptance; liquidated damages of $500.00 per day apply for delays on contracts exceeding $1,000,000.00.
