About this opportunity

The Oregon Department of Fish and Wildlife (ODFW) is procuring 30 Iridium GPS collars for wildlife research on black-tailed deer throughout western Oregon forests, specifically in the Dixon Wildlife Management Unit. The procurement is a contract for goods that requires sophisticated GPS radio-transmitter collars with specific technical specifications, including programmable break-off links, VHF frequencies between 148-152 MHz, UHF ID communication capabilities, and adjustable neck bands. Each collar must have an internal drop-off mechanism that can be reprogrammed for re-deployment, and the contract also requires remote locating stations that can communicate with the collars and log proximity data. The Invitation to Bid (ITB) S-63500-00007403 was posted on June 29, 2023, with bid submissions due by July 18, 2023, and an anticipated contract award and collar delivery by November 30, 2023. Bid evaluation will be conducted on a pass/fail basis, assessing responsiveness and bidder responsibility, with bidders required to provide references for similar past projects and demonstrate technical and operational capabilities.

The procurement includes provisions for certified disadvantaged business participation, requiring bidders to outline their approach to engaging minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses in potential subcontracting opportunities. Bidders must indicate if they are an Oregon certified firm and describe steps to solicit certified firms for subcontracting. The contract requires comprehensive documentation of the bidder's financial resources, material and equipment capabilities, facility infrastructure, and personnel expertise. Potential bidders must disclose any past contract performance issues, criminal or civil charges, contract terminations, lawsuits, or financial distress. While a specific contract value is not explicitly stated, the procurement involves 30 GPS collars with associated remote locating stations and will be funded through ODFW's wildlife management budget, contingent on receiving sufficient appropriations and expenditure authority. The contract includes provisions for potential extensions and requires compliance with federal and state regulations.
