Project Manual for Haven House Roof Pitch, Water Diversion, & Infiltration Project

This is a comprehensive project manual prepared by SOLARC Architecture, Inc. for Clackamas County Housing & Community Development Division's Haven House renovation project located at 15170 SE River Road, Milwaukie, Oregon 97267. The project, identified as Project #22-035, involves replacement of roof wood framing to re-pitch the roof, replacement of rock retaining walls in the backyard, improvement of site stormwater drainage, and associated site work. The manual includes detailed specifications for rough carpentry with pressure-treated and graded lumber; roof and wall sheathing materials; shop-fabricated wood trusses with metal connector plates; exterior finish carpentry including trim and soffits; thermal insulation with glass-fiber and mineral-wool blankets; weather barriers and flexible flashing; asphalt shingle roofing with underlayment and metal flashing; fiber-cement siding; sheet metal flashing and trim for roof and wall penetrations; joint sealants; exterior painting; segmental retaining walls; and stormwater conveyance and subdrainage systems. Construction is to be performed by a single prime contractor under a fixed-price arrangement, with the contractor responsible for coordinating all work, maintaining a detailed construction schedule, managing submittals and requests for information, conducting quality control testing and inspections, and completing final closeout documentation including record drawings and warranties.

The manual establishes comprehensive administrative and procedural requirements governing contractor responsibilities for project management, scheduling, temporary facilities, quality assurance, safety, waste management, and final completion procedures. Contractors must submit a detailed construction schedule within 30 days of notice to proceed, including procurement activities, submittal review times, and startup and testing periods, with monthly updates reflecting actual progress. All submittals, including product data, shop drawings, samples, and certificates, require architect review and approval before installation, with initial review periods of 14 days and resubmittal reviews requiring an additional 14 days. The contractor shall engage qualified testing agencies to perform quality control services including field testing of materials, compaction verification for fill materials, inspection of segmental retaining wall installations, and pressure testing of drainage piping systems. Temporary facilities must include job site offices, heating and cooling equipment, sanitary facilities, adequate lighting, and fire protection systems compliant with NFPA 241. The contractor is responsible for final cleaning of all surfaces, removal of temporary facilities, correction of deficient work identified during substantial completion inspection, and submission of all closeout documentation including warranties, operation and maintenance manuals, and as-built drawings within seven days of requesting substantial completion inspection.

A. Section includes administrative and procedural requirements for documenting the progress of construction during performance of the Work, including the following:

1. Contractor's Construction Schedule.

2. Construction schedule updating reports.

3. Daily construction reports.

4. Site condition reports.

1.2 DEFINITIONS

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction Project. Activities included in a construction schedule consume time and resources.

1. Critical Activity: An activity on the critical path that must start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

B. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine when activities can be performed and the critical path of Project.

C. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.

D. Event: The starting or ending point of an activity.

E. Float: The measure of leeway in starting and completing an activity.

1. Float time is not for the exclusive use or benefit of either Owner or Contractor, but is a jointly owned, expiring Project resource available to both parties as needed to meet schedule milestones and Contract completion date.

2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.

3. Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.
