About this opportunity
Broward County's Construction Management Division is seeking fixed-price construction services for a comprehensive renovation of bathroom facilities at Government Center West, located in Plantation, Florida. The project involves renovating 16 existing bathrooms across four floors (four bathrooms per floor), with extensive scope including removal and replacement of toilets, urinals, sinks, toilet partitions, ceiling systems, lighting, water heaters, floor and wall tiles, mirrors, bathroom accessories, and painting. Vendors must submit electronic responses through the BPRO platform by January 22, 2026, with a recommended site visit and a designated period for submitting questions through the platform's messaging system. Qualifying vendors must possess either a Florida State Certified General Contractor license or a Broward County Class "A" General Building Contractor license at the time of submittal. The contract requires substantial completion within 240 days after the Project Initiation Date, with final completion required within an additional 30 days, and liquidated damages will be assessed for delays.
The solicitation is reserved for County Business Enterprise (CBE) certified firms, though both CBEs and non-CBEs may submit responses. For contracts not exceeding three million dollars, the lowest-responsive CBE bidder will be awarded the contract if their bid does not exceed the lowest non-CBE bid by more than ten percent. CBE-certified prime vendors must ensure that at least 85 percent of services are performed by CBE firms, either through self-performance or subcontracting to other certified CBEs. If a non-CBE is ultimately awarded, a minimum 25 percent CBE participation goal applies. The project requires comprehensive insurance coverage, including General Liability with minimum limits of $1,000,000 per occurrence, Workers' Compensation coverage, and an Installation Floater. While specific award value is not explicitly stated in the documents, the extensive renovation scope and detailed requirements suggest a significant project investment. Vendors must also comply with additional requirements such as criminal history screening, lobbyist registration, and providing detailed litigation and subcontractor histories.
