About this opportunity
The City of Portland, Oregon, on behalf of Portland Public Schools and regional school districts (David Douglas, Parkrose, Riverdale, and Centennial), is requesting bids for maintenance and rehabilitation services on public-school stormwater management facilities under ITB #2258147098, with bids due August 31, 2026 at 4:00 p.m. local time. A preference for work benefiting smaller, less-resourced school districts in East Portland applies.
Bidders must demonstrate 3–5 years of experience maintaining stormwater facilities, familiarity with public agency work, knowledge of stormwater best management practices, and ability to work safely on active school campuses. The scope includes quarterly minimum inspections with post-storm assessments, debris and sediment removal, vegetation maintenance, structural repairs, and servicing of catch basins, bioswales, rain gardens, detention ponds, and outfall systems. Work emphasizes vegetated green infrastructure, erosion control, invasive species management, and mulch replacement. The contractor must facilitate environmental education and volunteer engagement with school communities. All work must comply with OSHA safety regulations and Chapter 10 of the 2025 Stormwater Management Manual. The contract includes a two-year warranty on plantings requiring 90 percent vegetation coverage with a 75 percent baseline threshold.
The total budget is $170,000 for the initial five-year term (August 1, 2026, through July 31, 2031) with potential extension through July 31, 2036. Bidders must submit hourly rates and after-hours/emergency rates for six service categories: inspections, debris and sediment removal, vegetation maintenance, structural maintenance, stormwater treatment device cleaning and replacement, and volunteer outreach activities. The City may award to a single contractor or multiple contractors by section, based on lowest responsive and responsible bid and greatest value in facilities maintained and knowledge transfer.
Required insurance includes general liability of at least $2 million per occurrence, pollution liability with $3 million per occurrence and $5 million aggregate, and workers' compensation. Questions are due July 9, 2026. Addendum 2 (posted July 1) extended the original August 17 deadline to August 31 and clarified that specialized filters and structural hardware are excluded, plant materials use a cost-plus model on wholesale prices, and sediment disposal occurs at sanitary waste facilities.
