SECTION 1 INTRODUCTION
1.1 BACKGROUND:
In April of 2008, the City Council adopted Resolution No. 36599 directing the Bureau of Environmental Services (BES) to establish a voluntary program to give Portland ratepayers the opportunity to directly invest in Portland’s watershed health. City Council’s intent was for BES to use ratepayer contributions for watershed health projects such as tree planting, rain garden installation, invasive plant removal and community environmental education.
In June 2010, City Council passed Ordinance 183914 to give Portland ratepayers the option of checking the GreenBucks box on their utility bill to contribute $1, $3 or $5 per bill to help pay for “maintaining, modifying and improving stormwater management facilities” on public school property located in the City of Portland.
GreenBucks is a voluntary program to solicit and allocate voluntary donations from Portland utility ratepayers to support the maintenance, repair, remodeling and improvement of qualified stormwater management facilities.
In Portland, stormwater runoff is managed through the design, construction, maintenance and operation of a combination of stormwater facilities on public and private property. Such facilities increase the effectiveness and useful life of the public stormwater system by keeping pollutants from entering public water bodies and aquifers, providing community educational and aesthetic amenities, and increasing ecosystem services that restore and preserve the health of Portland watersheds.
Public school properties in Portland, per ordinance, were selected by the City to receive GreenBucks funding to maintain existing stormwater management facilities. These locations provide stormwater management and ecosystem benefits that extend beyond public school property, including the surrounding neighborhood. The City intends to work with qualified vendors, who in turn partner and coordinate with school districts to ensure that stormwater management facilities on public school property located in the city are well maintained and are operating effectively.
