About this opportunity

Palm Beach County Water Utilities Department is requesting sealed bids for the Golfview Heights of Westgate Water Main Replacement project (PBCWUD Project No. 21-025), with bids due July 16, 2026 at 2:30 PM. State funding through the Florida Department of Transportation disqualifies this project from Palm Beach County's local preference ordinances, OSBD ordinance, living wage ordinance, Davis-Bacon, and Buy America / Build America requirements. No SBE or DBE participation goals apply.

The scope encompasses replacement of approximately 22,000 linear feet of water mains within the Golfview Heights residential community and along Ohio Street in West Palm Beach, Florida. Work includes installation of potable water mains (4,163 linear feet of 6-inch PVC, 270 linear feet of 6-inch DIP poly-wrapped, 14,119 linear feet of 8-inch PVC, and 2,503 linear feet of 8-inch DIP poly-wrapped pipe); grouting in place of existing asbestos cement and undersized mains (9,321 linear feet of 4-inch and 6-inch, and 4,558 linear feet of 8-inch); installation of two sanitary sewer manholes, 824 linear feet of gravity sanitary main, 36 sanitary sewer laterals, 12 additional fire hydrants, and water service line replacements with site restoration. The engineer's estimated project cost is $7.689 million. Substantial completion is required within 510 calendar days from notice to proceed (anticipated December 4, 2026), with final completion within 540 calendar days. Liquidated damages are $1,500 per calendar day beyond substantial completion and $1,000 per calendar day beyond final completion.

Award will be made to the lowest responsive, responsible bidder. All bidders and subcontractors must be properly licensed and certified in Florida and/or Palm Beach County and registered in the Vendor Self Service system before contract award. A bid bond equal to at least 5 percent of the base bid is required at submission; the successful bidder must furnish performance and payment bonds equal to 100 percent of the contract price within 14 calendar days of notification. A non-mandatory pre-bid conference and site visit is scheduled for July 1, 2026 at 10:30 AM at PBCWUD Administration Building, 8100 Forest Hill Boulevard, West Palm Beach. Bid documents are available for free download from the Palm Beach County Vendor Self Service Portal at https://pbcvssp.pbc.gov or for purchase at $150 per set. Addendum No. 1 was issued July 9, 2026 clarifying scope and specifications; bidders must acknowledge it on their bid form. Keshavarz & Associates, Inc. is the design engineer.
