About this file

This is Addendum No. 1 to WUD No. 21-025, issued by Palm Beach County Water Utilities Department on July 9, 2026, for the Golfview Heights of Westgate Water Main Replacement project. The addendum provides clarifications and responses to 28 bidder questions regarding scope, specifications, and project requirements. Key dates include a bid opening on July 16, 2026 at 2:30 PM in the Administration Building Conference Room (Room 158), a tentative project award date of August 18, 2026, and an anticipated construction start date of December 4, 2026. The project involves water main replacement and restoration work including concrete sidewalk and driveway removal and restoration, construction survey, pre-construction video documentation, temporary and permanent striping replacement, existing water main grouting, fire hydrant installation, and record drawings. The engineer's estimated project budget is $7,689,881.27. Bidders are required to acknowledge Addendum No. 1 on Bid Form-3 and submit one hard copy of their bid by the deadline.

The addendum clarifies that bid items for construction survey, pre-construction video taping, and record drawings are correctly listed as lump sum units, and that contractors are responsible for securing their own staging and storage areas. It confirms the presence of existing asbestos cement pipes within the project area that bidders must account for. No SBE or DBE requirements apply to this project. The addendum specifies that the project will utilize open-cut installation methods and that pipe bursting will not be approved as a substitute. Water for construction use will be provided by PBCWUD at no cost, and stored materials will be paid in accordance with contract documents. All bidders are reminded that they bear responsibility for examining the project site, identifying any required tree removal, schools, and potential contaminated sites, and performing utility provider coordination. The expected response time for engineer field verification is 48 hours after contractor notification.

BIDDERS QUESTIONS AND ANSWERS

Q1 – When a sidewalk runs through a driveway, and it shows to be removed and replaced, will the concrete be paid for under the “Concrete Sidewalk Removal and Restoration” bid item? Or will it be paid for under the “Concrete Driveway Removal and Restoration” bid item?

A1 – See Technical Specifications 01 29 00 – Measurement & Payment #37 (Bid Item 49).

Concrete sidewalk depths to be per applicable Right-of-Way owner’s standards and details.

Q2 – Bid Items “Construction Survey”, “Pre-Construction Video Taping of Right-of-Way, Easements & Private Properties Before Installations”, and “Record Drawings” have units listed as lump sums. Should this be LF?

A2 – The referenced Bid Items’ Units are correct as lump sums. It is the Bidder’s responsibility to ensure that all requirements are met related to these Bid Items, per PBCWUD standards, the Contract Documents, and applicable Right-of-Way owner’s requirements, at the unit price(s) included in the submitted bid.

Q3 – Where should the temporary and permanent striping costs be included to replace the existing striping that is damaged?

A3 – See Technical Specifications 01 29 00 - Measurement & Payment #31 (Bid item 43), #32 (Bid item 44), & #34 (Bid Item 46).

Q4 – Plan Sheets C-48 and C-43 show the existing waterline to be grouted as a 6” line.

Plan Sheet C-47 calls it out as an 8” line. Please clarify.

A4 – Based on available pothole data, it is believed that the existing water main on Robin Rd north of Caddie Place to Elm Rd is an 8in water main, and the existing water main south of Caddie Place towards Troy Boulevard is either a 6in or 8in water main.

The limits of what is an existing 6in water main and what is an existing 8in water main on Robin Rd south of Caddie Place are unknown and will need to be field verified in compliance with the requirements for a grouting plan approval as described in General Notes, Sheet C-04. Further, payment for grouting existing water mains will be paid based on the field verified sizes.

WUD No. 21-025 Addendum No. 1 AD 1-3 Issued: 7/09/2026

Q5 – Dogwood Road: Plan Sheet C-59 calls for the existing 4” WM to be abandoned in place. Plan Sheet C-56 shows for it to be grouted. Please clarify.

A5 – The limits of grouting for various diameter existing water mains will be determined during construction based on the included details and notes in the Construction Plans, the Right-of-Way owner’s requirements, and field verifications reflected on the required grouting plan.

Q6 – Please identify the location of any designated contractor staging, laydown, or material storage areas. If none are provided, please confirm that the Contractor shall secure all necessary staging and storage areas

A6 – It is the Bidder’s responsibility to examine the project site prior to bidding and to secure any necessary staging and storage areas.

Q7 – During the pre-bid meeting, reference was made to contaminated soil and/or environmentally impacted areas within the project limits. However, the Contract Documents do not identify any known contaminated locations or special construction requirements associated with such areas. Please clarify whether the Owner or Engineer is aware of any known contaminated or environmentally impacted areas within the project limits that bidders should consider in preparing their bids. If so, please identify their locations and any associated handling, testing, disposal, or payment requirements.

A7 – See the Pre-Bid Meeting Summary. No known contaminated sites are identified within the project limits as of the time of this addendum issuance. It is the Bidders and awarded Contractor’s responsibility to understand if any registered or identified contaminated sites are near any proposed dewatering or infrastructure installation areas, if applicable, as of the time of the Bid submittal as well as at the time of performing the proposed work.

Q8 – Bid Item 52 requires the Contractor to provide written notice to the Engineer and the Right-of-Way Owner to allow field verification and documentation of additional imported clean fill/bedding quantities. Please clarify the expected response time for performing the required field verification after notification is provided. If the required verification cannot be performed promptly, please clarify whether the Contractor may proceed with the work and document the condition by photographs, survey, and other mutually acceptable means without jeopardizing payment.

A8 – Expected response time will be within 48 hours.

Q9 – The Contract Drawings depict several 90-degree bends in the proposed fire hydrant leads. Please clarify whether these fittings are considered approved as shown or whether the Contractor must obtain Engineer and/or Owner approval prior to installation as stated in the Measurement & Payment.

A9 – See language in Technical Specifications 01 29 00 - Measurement & Payment #16 (Bid item 25), and other applicable Technical Specifications, the Construction Drawings, and applicable permit requirements. Fittings installed on the Fire Hydrant

WUD No. 21-025 Addendum No. 1 AD 1-4 Issued: 7/09/2026

Assembly branches as needed to install proposed Fire Hydrants in compliance with all applicable PBCWUD, PBC Fire Rescue, and Right-of-Way Owner standards will require Engineer and/or Owner approval. Existing conditions / above-ground features and proposed Water Main alignment, as actually installed in the field, must be considered when determining how to install compliant proposed fire hydrant assemblies.

Q10 – Bid Items 27 and 28 require the Contractor to immediately notify the Engineer upon exposing the existing utility, document its condition, and, if necessary, provide a recommendation for replacement for the Engineer's review and payment approval.

Please clarify the anticipated timeframe for the Engineer's review and response so the Contractor can appropriately schedule the work and minimize delays. If the review cannot be completed within that timeframe, please clarify whether the Contractor may proceed with the work after documenting the condition in a mutually acceptable manner without jeopardizing payment
