About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet issued a Request for Bid (RFB 758 2000000254) on October 21, 2019, on behalf of the Kentucky Parks Department to procure golf course chemicals for use at multiple state parks and golf courses throughout Kentucky. The solicitation seeks bids for three line items: Legacy (1 unit of 2.5 gallon containers), Cutless MEC (18 units of 2.5 gallon containers), and Seclear Algaecide (5 units of 2.5 gallon containers), all classified as insecticides and fungicides in liquid form. The Cutless MEC product requires split shipments to eight designated Kentucky state parks and golf courses—Barren River State Resort Park, Kentucky Dam Village State Park, Grayson Lake State Park, General Burnside State Park, Lincoln Homestead State Park, My Old Kentucky Home State Park, Pine Mountain State Resort Park, and Yatesville Lake State Park—with varying quantities per location, while Seclear Algaecide must be delivered to Dale Hollow Lake State Resort Park. All quotations must be submitted on an FOB Destination Freight Prepaid and Allowed basis, with the vendor assuming full responsibility for shipment and freight charges. The award will be determined using a best value ranking approach based on total cost offer (900 points) and delivery offer valued in calendar days (100 points), with delivery performance subject to one percent daily deductions from invoices for failure to meet contracted delivery dates. Vendor questions were due by October 28, 2019, at 4:30 PM ET, and bids closed on November 6, 2019, at 1:30 PM ET, with submissions required electronically. All proposed pricing must remain valid for a minimum of 60 calendar days after the bid due date, and prices must exclude federal excise tax and Kentucky sales or use tax.

The Commonwealth of Kentucky offers reciprocal preference for Kentucky resident bidders and preferences for qualified bidders or Department of Corrections Division of Prison Industries entities as applicable under state regulations. Bidders claiming resident bidder status must demonstrate continuous compliance with Kentucky tax and employment obligations for one year prior to the contract advertisement date, including filed Kentucky income taxes, payments to the Kentucky unemployment insurance fund, and an active Kentucky workers' compensation policy. Alternatively, bidders may claim qualified bidder status by certifying they are nonprofit corporations furthering specified purposes or qualified nonprofit agencies for individuals with severe disabilities that meet defined criteria, including employing individuals with severe disabilities for at least seventy-five percent of direct labor man-hours. All bidders must submit required documentation including a signed face of solicitation, bid information, Kentucky Tax Registration Application (Revenue Form 10A100), certificates of authority for foreign entities, required affidavits, and EEO forms if applicable. Bidders must also execute an Annual Affidavit certifying compliance with Kentucky campaign finance laws, sales and use tax registration obligations, and prohibitions on boycotts and certain conduct. The solicitation does not specify a total contract award value or budget range; however, inquiries regarding the solicitation should be directed to Richard Mize at 502-564-6521, and billing for the awarded contract will be directed to the Parks-Purchasing Division at 2 Hudson Hollow Road, Unit 1, Frankfort, Kentucky 40601.
