About this opportunity
The Commonwealth of Kentucky Department of Parks, through the Finance and Administration Cabinet, is seeking bids for the establishment of a Master Agreement for golf course chemicals procurement via Request for Bid (RFB) 758 2600000450. The solicitation encompasses six manufacturer-based product groups—BASF, ENVU, Nufarm, PBI Gordon, Sepro, and Syngenta—comprising a total of 131 distinct products including herbicides, insecticides, fungicides, and algaecides in various container sizes and quantities. Vendors may bid on any combination of the six groups, provided they bid on all items within each selected group, and all products must be registered for use on golf course turf with product labels submitted alongside bids. Deliveries will be made to thirteen Kentucky state parks and golf courses, with invoicing required by commodity line rather than by individual park. The bid closing date is April 20, 2026, at 1:30 PM ET, with written vendor questions due by April 7, 2026, at 10:00 AM ET. Award will be determined using a best value approach with scoring weighted at 90 points for price and 10 points for delivery time (measured in working days), and vendor performance records from the previous twelve months may be considered. The initial contract period is one year from the date of award, with an optional renewal provision allowing for four additional two-year periods subject to written approval by all parties and potential price renegotiation. All bids must be submitted electronically through the Commonwealth's eProcurement system with pricing on the required Bid Price Sheet (Attachment C) quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, inclusive of all shipping and delivery charges, with prices remaining firm for the first twelve months.
Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders receive additional consideration including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit organizations serving individuals with severe disabilities that employ such individuals for at least seventy-five percent of direct labor hours—these qualified bidders are eligible for preference scoring equal to fifteen or twenty percent of maximum points awarded. Prior to contract award, all bidders must submit Revenue Form 10A100 (Kentucky Tax Registration Application), proof of Secretary of State registration for foreign entities, required affidavits regarding campaign finance law compliance and resident or qualified bidder status, and Certificates of Insurance documenting minimum Commercial General Liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate. The solicitation documents do not specify an overall contract value or budget range for the procurement. Payments will be made within thirty working days of invoice receipt, and price increases are prohibited during the first twelve months; subsequent increases require written justification based on industry-wide price changes and thirty days' notice, while price decreases must be reflected immediately. No incumbent vendors or current contractors are identified in the available solicitation materials.
