About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Parks, issued Request for Bid 758 2100000161 to establish a master agreement for golf course chemicals to supply twelve state parks across Kentucky. The solicitation requests twenty line items of specialized turf maintenance chemicals, including fungicides (Thiophanate-methyl, Chlorothalonil, Propiconazole, Fluazinam, Azoxystrobin, Mefenoxam, Propamocarb, Tebuconazole), insecticides, plant growth regulators (Trinexipac-ethyl, Paclobutrazol), and herbicides (Ethephon, Prodiamine, Triclopyr with Clopyralid, Sulfentrazone, and Metsulfuron-Methyl with Rimsulfuron), with quantities ranging from 1 to 99 units per line item. All products must be registered for use on golf course turf, and bidders must submit product labels with their bids and disclose any manufacturer rebates, early order program benefits, or potential backorders with specific cash values. The initial contract period is one year from the date of award, with options to extend for four additional one-year renewal periods subject to written approval and potential renegotiation of terms. Vendors must submit electronic bids through the Kentucky eProcurement system by October 13, 2020, at 1:30 PM ET, with written questions due by October 5, 2020, at 4:30 PM ET. Award will be determined on a best value ranking basis with 900 points allocated for price (lowest bidder receives maximum points) and 100 points for delivery time specified in working days. Pricing must be quoted on an FOB Destination Freight Prepaid and Allowed basis, exclusive of federal excise taxes and Kentucky sales or use taxes, with prices remaining firm for the initial twelve-month period.
Kentucky resident bidders may receive reciprocal preference against non-resident bidders based on the preference provided by the non-resident's home state. Kentucky Correctional Industries receives a preference of twenty percent of maximum points, while qualified nonprofit agencies for individuals with severe disabilities and Kentucky Industries for the Blind receive preferences of fifteen percent of maximum points. Bidders claiming resident bidder or qualified bidder status must submit corresponding affidavits affirming compliance with residency and qualification requirements under penalty of perjury. All bidders must comply with the Commonwealth's annual required affidavit certifying compliance with campaign finance laws, debarment requirements, tax registration, and trade restriction prohibitions, and all out-of-state entities must provide proof of registration with the Kentucky Secretary of State or identify applicable exceptions. No incumbent vendors or budget values are specified in the solicitation documents. All invoices should be directed to the Parks Central Office at 500 Mero Street, 5th Floor, Frankfort, Kentucky 40601, with invoicing organized by commodity line rather than individual park, and interested vendors may contact Richard Mize at 502-564-6521 for additional solicitation information.
