About this opportunity
The Texas Health and Human Services Commission (HHSC) is requesting bids for golf cart repairs, minor maintenance, and oil changes at the Richmond Statewide Service Delivery Center (SSLC) under IFB HHSTX-HHS0017677, with bids due August 6, 2026. A local-vendor preference applies to bidders within 20 miles of the Richmond facility.
The scope covers repairs and maintenance on Cushman brand motorized equipment at the Richmond SSLC, including labor and parts pricing. Bidders must provide hourly labor rates and pricing for specified components including batteries (6V T-105), charging sockets, battery chargers, fasteners, bushings, battery cables, and motor oil, with the option to propose equal or equivalent products. A markup percentage for unlisted parts must not exceed 20 percent.
Bidders must submit three required exhibits: Exhibit A (HHS Solicitation Affirmations, pages 1–14), Exhibit D (Bidder Reference and Contract Qualifications Form), and Exhibit C (completed Pricing Sheet). Exhibit D requires a minimum of three verifiable references for similar contracts completed within the last three years; comprehensive company information including years in business, staffing levels, and geographic operational limits; documentation of relevant industry certifications and licenses; and two 24-hour emergency contacts. Failure to submit all three required exhibits results in bid disqualification.
All bids must be submitted in US dollars through an online bid room. Bidders must complete a Texas Identification Number (TIN) application (Form 4109) and comply with HHS Uniform Terms and Conditions, which include E-Verify employment verification, cybersecurity training, suspension and debarment certification, conflict-of-interest declarations, and seven-year record retention. The contract is governed by Texas law and the Texas Prompt Payment Act. Contact: Byron Carl Wright at 512/406-2512.
