About this opportunity

The City of St. Petersburg is soliciting quotes from qualified vendors to wire and install a City-furnished surveillance system at the Gladden Park Recreation Center located at 3901 30th Avenue North, St. Petersburg, Florida. This procurement encompasses the installation and commissioning of structured data cabling, 30 surveillance cameras (three Reolink PTZ exterior units, six Amcrest 180-degree cameras, seventeen Amcrest turret cameras, and four dome cameras), seven Ubiquiti UniFi wireless access points, and two additional data drops for a monitoring station and credit card machine. The City will provide all surveillance system components, installation plans, network configuration, facility access, and a project manager point of contact, while the selected vendor must furnish all labor, materials, equipment, shipping, technical configuration, installation, testing, and training on a firm fixed price, lump-sum basis with separate line items for hardware, materials, initial licensing, and physical installation and commissioning. Vendors must demonstrate a minimum of two years of experience with wiring and installation of IP surveillance equipment, hold Certified Alarm Systems Contractor I or II (EG or EF) certification, be registered with the Florida Department of State Division of Corporations, maintain commercial general liability insurance of one million dollars per occurrence and two million dollars aggregate, commercial automobile liability insurance of one million dollars combined single limit, and workers' compensation and employers' liability insurance as required by Florida law. The selected contractor must provide a one-year warranty on labor and installation workmanship, furnish a public construction bond equal to the full contract amount, achieve Substantial Completion within the timeframe specified in the Notice to Proceed, and complete all punch list items within thirty days of the Project Manager's inspection. The deadline for submitting questions is May 12, 2026, with quote responses due by May 21, 2026 at 3:00 PM through the OpenGov Procurement portal, and this is a one-time purchase with award to a single vendor.

The City of St. Petersburg encourages but does not mandate participation by small business enterprises, women business enterprises, veteran-owned businesses, and minority business enterprises located in the Tampa Bay Region; proposers will not be deemed non-responsive for submitting a plan with zero participation from these business categories. Vendors must submit a completed Subcontractor Summary Worksheet identifying all intended subcontractors with complete legal names and business addresses, with up to 80 percent of contract work permitted to be subcontracted, limited to first and second tier subcontractors only; subcontractors may be changed or substituted after contract award only for specific documented reasons such as failure to execute a contract, lack of appropriate licensing, bankruptcy or insolvency, ineligibility to perform work, failure to perform, or substantially unsatisfactory work performance. If a contract award exceeds fifty thousand dollars, the selected contractor must comply with the Small Business Enterprise Program requirements. The Light Construction Agreement template provided by the City specifies that payment will not exceed an amount to be determined and completed in accordance with pricing set forth in the vendor's quote, with monthly invoices paid within twenty business days of receipt subject to a five percent retainage until Substantial Completion. The contract term commences on the Effective Date and continues through Final Completion and expiration of all warranty periods, and the City reserves the right to terminate the Agreement for convenience upon thirty days' written notice or immediately for default related to safety, indemnification, or insurance compliance. No specific incumbent vendors, funding sources, or budget ranges are identified in the solicitation documents.
