About this opportunity
Glenwood Town is requesting qualifications from civil engineering firms to provide design and construction management services for culinary water system improvements, with submissions due October 30, 2026 at 4:00 p.m. MT and questions due October 27. A Utah-licensed professional engineer on staff is a mandatory qualification.
The scope encompasses design and construction supervision for spring redevelopment, new concrete storage tank, new culinary well, water meter installation, and distribution system pipeline improvements. The firm must coordinate with the Utah Division of Drinking Water and Utah Division of Water Rights, secure environmental and cultural resource clearances, prepare detailed construction drawings and specifications, conduct topographic and legal surveys, administer funding from the Utah Permanent Community Impact Fund Board, and provide construction quality control. Firms must demonstrate a minimum of ten years' experience in planning, design, and asset management for county and local government infrastructure improvements. The work builds directly on Glenwood Town's 2023 Culinary Water Master Plan.
The anticipated contract term is three years from RFQ issuance, with potential for additional services. The project is funded through the Utah Permanent Community Impact Fund Board. No fixed price or fee structure is established; technical qualifications are evaluated first (100 points total), with price negotiation occurring only after the highest-ranked firm is selected. Evaluation emphasizes technical competence in culinary water infrastructure (20 points), understanding of Glenwood Town's water system and the master plan (20 points), familiarity with the town and prior relationships including CIB project experience (25 points), budget and schedule management history (10 points), workload availability and local proximity (10 points), and construction engineering competency (15 points). Proposals are limited to fifteen pages; six printed copies are required. Glenwood Town reserves the right to reject all qualifications and may terminate any resulting contract with thirty days' written notice. Direct inquiries and submissions to Phil Singleton at glenwoodtownoffice@gmail.com or P.O. Box 300478, Glenwood, UT 84730.
