About this file
Summary
This is a Request for Qualifications (RFQ) issued by Glenwood Town, a rural municipality in Sevier County, Utah, seeking a qualified civil engineering firm to provide professional engineering services for the Glenwood Town Culinary Water Improvements project. The project encompasses design and construction management for culinary water system improvements including redevelopment of the town's water spring, construction of a new concrete storage tank, drilling of a new culinary well, installation of new water meters, and distribution system pipeline improvements. The firm selected will be responsible for coordinating with state regulatory agencies including the Utah Division of Drinking Water and the Utah Division of Water Rights, obtaining necessary environmental and cultural resource clearances, preparing detailed construction drawings and specifications, conducting topographic and legal surveys, administering funding from the Utah Permanent Community Impact Fund Board (CIB), and providing construction supervision and quality control. Firms must demonstrate a minimum of ten years of experience in planning, design, and asset management for county and local government infrastructure improvements and must employ licensed professional engineers registered in Utah. The deadline for all submittals is October 30, 2026, at 4:00 p.m., with written questions due by October 27, 2026, at 4:00 p.m. Proposals are limited to fifteen pages and six printed copies are required. The contract term is anticipated to extend three years from the RFQ date, with potential for additional services as needs arise. Glenwood Town reserves the right to reject any and all qualifications and may terminate any resulting contract with thirty days' written notice.
The RFQ does not establish a fixed price or fee structure; instead, technical qualifications will be evaluated first, with price negotiations occurring only after the highest-ranked firm is identified. The evaluation criteria emphasize technical competence in culinary water infrastructure (20 points), understanding of Glenwood Town's specific water system and the 2023 Culinary Water Master Plan (20 points), familiarity with the town and prior working relationships including CIB project experience (25 points), budget and schedule management history (10 points), workload availability and local proximity (10 points), and construction engineering competency (15 points). The project is funded through the Utah Permanent Community Impact Fund Board. Glenwood Town completed a Culinary Water Master Plan in 2023 that identified the priority improvements now being advanced, and the selected engineering firm will be expected to build directly upon the findings and recommendations contained in that master plan.

Glenwood Town is soliciting statements of qualifications from qualified civil engineering firms to provide professional engineering services for the Glenwood Town Culinary Water Improvements project. Submitting firms must have ten years or more experience related to design, planning and asset management for county and local government infrastructure improvements. The selected engineering firm shall employ licensed professional engineers within the State of Utah.
Glenwood is a rural community located in Sevier County, Utah. Currently the Town does not have the need or financial resources to employ a full-time engineering staff for its engineering needs. However, periodically the Town needs professional assistance in planning, designing, and constructing improvement projects.
Glenwood Town anticipates selecting one of the responding firms, but there is no guarantee that any responding firm will be selected. Selection of an engineering firm will be based upon the review of the SOQs.
Glenwood Town reserves the right to reject any and all statements of qualifications. Moreover, Glenwood Town may terminate any contract entered into as a result of this RFQ at any time within the contract by giving thirty (30) days written notice to the selected firm. The selected firm shall be entitled to payment for deliverables in progress, to the extent work has been performed satisfactorily.
Glenwood Town completed a Culinary Water Master Plan in 2023 that evaluated the Town’s existing culinary water sources, storage, and distribution system and included development of the Town’s current hydraulic model. The Master Plan identified the improvements needed to address source reliability, storage capacity, and system deficiencies. The Town has since secured funding from the Utah Permanent Community Impact Fund Board (CIB) to design and construct these priority improvements, which include redevelopment of the Town’s culinary water spring, a new concrete water storage tank, a new culinary well, new water meters, and distribution system improvements. The Town intends for this project to build directly on the findings and recommendations of the Master Plan. The Town’s Culinary Water Master Plan is available for review upon request from the Town office.
Scope of Work In connection with this RFQ, Glenwood Town requires qualifications and knowledge of applicable municipal infrastructure guidelines and related state and local government regulatory requirements, including Utah Division of Drinking Water (DDW) rules and Utah Division of Water Rights requirements; familiarity with and knowledge of the Town’s culinary water system, standards, and planning documents; previous working relationship with the Town; experience with CIB-funded projects; the capability to produce high-quality engineering construction plans, specifications, cost estimates, and reports; full awareness of applicable requirements for design reviews, observations, and approvals required before, during and after construction completion; and substantial experience with specific examples of on-time, on-
