About this opportunity

The Utah Communications Authority is requesting proposals for power and grounding inspection services at the Windy Ridge communications site in Iron County, Utah, under RFP UCA-RFP-2026-WR-INSP, with proposals due July 17, 2026 at 10:00 a.m. MT and questions due July 13, 2026 at 2:00 p.m. MT.

The scope encompasses comprehensive electrical inspection and analysis of an off-grid, solar-powered facility that has sustained multiple lightning strikes. Deliverables include a professional findings-and-recommendations report evaluating power systems, grounding and bonding infrastructure, transient overvoltage protection, and lightning protection systems for compliance with the National Electrical Code (NFPA 70), NFPA 780, IEEE Standard 519, and L3 Harris Grounding Specifications Manual T4618 Rev F. Offerors must be Utah-licensed Professional Engineers in responsible charge, demonstrate experience with comparable projects completed within the past five years, submit an example of prior similar work, and carry $1,000,000 professional liability coverage. Site access and any de-energization must be coordinated in advance with UCA.

The procurement will be awarded on a best-value basis, not lowest price alone. Technical evaluation spans six criteria — firm experience, comparable project experience, inspection methodology, grounding evaluation approach, report quality, and schedule/logistics — worth a combined 500 points. Cost is weighted equally at 500 points for a total of 1,000 points. Proposals must achieve a minimum technical score of 350 points (70%) to remain eligible for award. Pricing must remain valid for 60 days from submission. The contract is structured as firm fixed-price, inclusive of all labor, travel, mobilization, instruments, and incidentals. UCA reserves the right to conduct interviews with highly ranked offerors and to reject any or all proposals. Submissions are made via the U3P portal with a 1 GB per-file limit. Questions should be directed to Chris Hughes at chughes@uca911.org.
