About this opportunity

Snyderville Basin Special Recreation District (SBSRD) is soliciting proposals for cattle grazing and pasture management services on approximately 447 acres of open space (the Triangle and Gillmor parcels in Summit County, Utah) under RFP SBSRD-S-26-Q-0009, with proposals due June 25, 2026 at 5:00 p.m. MT and questions due June 17, 2026.

The scope requires a single qualified party to conduct grazing operations on no more than 200 head of cattle, with responsibility for all labor, equipment, fencing, water, animal care, permits, and insurance. The grazer must comply with Good Agricultural Practices, including removing livestock when vegetation is grazed to 3–4 inches and withholding re-grazing until growth returns to 6–8 inches. The property has no associated water rights; the District reserves all water and the grazer must provide necessary water through approved methods. Operations are also subject to an Administrative Order on Consent and a Utah Voluntary Cleanup Agreement; the District reserves the right to conduct environmental remediation work on the property.

The base lease term runs September 1, 2026 through December 31, 2026 (covering September, October, and November grazing months), renewable at the District's option for up to five additional years through December 31, 2031. Award approval is scheduled for July 9, 2026 at the SBSRD Board Meeting.

Evaluation uses weighted best-value criteria: Relevant Experience & References (40%), Approach to Grazing & Timeline (35%), and Fee Quote (25%). Fee scoring awards full points to the highest offered price per head; all other quotes earn proportional points based on ratio to the highest bid.

Proposals must be submitted in two separate volumes: Volume I containing qualifications and grazing plan with no pricing information, and Volume II containing the fee quote form. The grazer must obtain commercial general liability insurance of $2 million combined single limit, name the District as additional insured, and provide proof of E-Verify participation under Utah Code 63G-12-302.
