About this opportunity

The Genesee Intermediate School District (GISD), located in Flint, Michigan, is conducting a competitive Request for Proposal (RFP) for a Device Refresh initiative to procure technology equipment across the organization. The procurement solicits bids for 120 desktop computers (reference model Dell Optiplex 7070 SFF), 30 monitors (Dell P2219H), 30 13-inch laptops (Dell Latitude 3300), 1 optional 15-inch laptop (Dell Latitude 5500), and 30 Chromebooks (Dell Chromebook 3100). All desktop and laptop equipment must feature Windows 10 operating systems with Intel Core i5 or better processors, minimum 4GB RAM, and 128GB solid state drives, while Chromebooks require Intel Celeron N4000 or better processors. Desktop and 13-inch/15-inch laptops require minimum 3-year onsite warranties with optional 5-year extensions available, and Chromebooks require 1-year onsite warranties with optional 3-year and 5-year upgrades. Bidders must submit sealed written bids consisting of one original and two copies plus one electronic copy on flash drive or CD/DVD, hand-delivered to GISD at 2413 West Maple Avenue, Flint, Michigan 48507, with bids due and opening scheduled for Friday, March 6, 2020 at 2:00 P.M. The District anticipates announcing the bid award at its regular Board of Education meeting on March 24, 2020, though it reserves the right to award after that date. All bid pricing must remain valid for ninety days from the date of bid opening and must remain firm through September 30, 2020, with line-item pricing required for various upgrade options including processor enhancements, additional RAM, expanded storage, video cards, display improvements, optical drives, extended warranties, power adapters, and docking stations.

Bidders must submit a certified check or bid bond equal to 5% of the total bid amount or one month's estimated service cost (whichever is greater), along with a notarized Vendor Certification Statement confirming the bidder is not an "Iran Linked Business" under Michigan Public Act 517 of 2012 and a notarized Familial Relationship Disclosure Statement as required under Public Act 232 of 2004. All personnel working on GISD property must be fingerprinted and provide criminal background checks from the State Police and FBI. The RFP allows vendors to submit bids on any or all equipment sections, and GISD reserves the right to award bid items to multiple vendors or a single vendor based on organizational best interests. All labor, equipment, and materials are exempt from Michigan Sales and Use Tax, and the procurement is contingent on USF E-rate Approval, with the District intending to apply for E-rate Funding for this project. All equipment must be newly manufactured and meet the specifications identified in the RFP; substitute manufacturers or equipment are not accepted. No specific budget range or award value is disclosed in the procurement documents; the final contract value will depend on the vendor's submitted pricing for the complete scope of equipment and services requested.
