About this opportunity

The Commonwealth of Kentucky Department of Fish & Wildlife Resources is soliciting competitive quotes for gill nets specifically designed for Asian carp control across Elliott County. The procurement consists of eight line items totaling 16 individual nets with the following specifications: two 1,000-foot nets with 24-foot depths available in 3-inch and 4-inch mesh sizes, and six 200-foot nets with either 24-foot or 18-foot depths and mesh sizes ranging from 3 to 5 inches, all featuring 8-ply monofilament construction with 1-inch foam core rope and specified leadcore weights in straight hang configuration. All vendor quotations must include shipping charges on an F.O.B. Destination Freight Prepaid and Allowed basis, with delivery directed to the Kentucky Department of Fish & Wildlife Resources at #1 Sportsman's Lane, Frankfort, Kentucky 40601. The evaluation will be conducted on a best value basis utilizing a 100-point scoring methodology, with pricing accounting for 90 points and delivery time accounting for 10 points, with the lowest-priced bid receiving maximum points and subsequent bids receiving proportional points calculated mathematically. All responses must be submitted electronically through the Kentucky eProcurement system by November 2, 2021, at 1:30 PM ET, with vendor questions due by October 25, 2021, at 10:00 AM ET. Interested vendors should contact Keith Srutowski at 502-564-7007 for additional information. The contract will be awarded as a single group to one vendor on an indefinite-quantity basis with no specified initial contract period or renewal options, and minimum proposal pricing shall remain valid for sixty calendar days following the bid due date.

Kentucky resident bidders are eligible for reciprocal preference against nonresident bidders registered in states offering similar preferences, and qualified bidders including Kentucky Correctional Industries (20 percent preference) and Kentucky Industries for the Blind (15 percent preference) are eligible for preference points proportional to their designated percentages of maximum points awarded. All bidders must submit completed affidavits establishing compliance with campaign finance law, subcontractor disclosure requirements, sales and use tax registration, state tax payment obligations, and ethics restrictions under KRS 11A.236, along with Revenue Form 10A100 (Kentucky Tax Registration Application) and, for foreign entities, Secretary of State certification prior to award. Bidders claiming resident or qualified bidder status must submit required supporting documentation and affidavits; failure to provide documentation will result in bidder disqualification or contract termination. No incumbent vendors or current contractors are identified in the solicitation materials, and no existing infrastructure or technology integration requirements are specified. The Commonwealth has not disclosed a specific funding amount or budget range and reserves the right to cancel the RFQ if all vendor responses exceed available funding or to cancel the contract with thirty days' written notice after award.
