About this opportunity
The California Department of Water Resources (DWR), Division of Engineering, Geotechnical Services Branch, is seeking qualified firms to provide geotechnical engineering expertise on an as-needed, as-directed basis. The services will focus on canals, levees, dams, and other DWR facilities, including embankments and foundations, with particular emphasis on safety. Contractors will be required to review, evaluate, and analyze geotechnical engineering parameters; develop engineering documents; and prepare geotechnical engineering reports related to DWR facilities, including the State Water Project. The estimated contract value range is $40,000,000 to $50,000,000. The Request for Qualifications (RFQ) process involves a mandatory pre-SOQ conference, submission of Statements of Qualifications, interviews, and negotiations based on actual costs and a fixed profit rate established by DWR. The original submission deadline of May 9, 2024, has been extended to May 13, 2024.
The RFQ does not indicate a preference for Small Business Enterprise (SBE) or Disabled Veteran Business Enterprise (DVBE) participation, as this is a qualifications-based award. DWR may award up to three contracts per geotechnical asset type (State Water Project Assets, Flood Control System Assets, and Environmental Stewardship Assets), with up to two additional back-up contracts per asset type. There are currently three active geotechnical services contracts with AECOM, HDR, and COWI.
