About this file

This document is an Information Letter and Addendum for Request for Qualifications (RFQ) No. 10195411 for Geotechnical Engineering Services issued by the California Department of Water Resources (DWR), Division of Engineering, Geotechnical Services Branch. The RFQ seeks qualified firms to provide geotechnical engineering expertise on an as-needed basis, focusing on canals, levees, dams, and other DWR facilities including embankments and foundations, with particular emphasis on safety. The services include reviewing, evaluating, and analyzing geotechnical engineering parameters; developing engineering documents; and preparing geotechnical engineering reports related to DWR facilities, including State Water Project facilities. The RFQ originally had a submission deadline of May 9, 2024, which has been extended to May 13, 2024. DWR may award up to three contracts per geotechnical asset type (State Water Project Assets, Flood Control System Assets, and Environmental Stewardship Assets), with up to two additional back-up contracts per asset type.

The estimated contract value range is $40,000,000 to $50,000,000. This is a new contract, and there are currently three active geotechnical services contracts with AECOM, HDR, and COWI. The RFQ does not indicate a preference for Small Business Enterprise (SBE) or Disabled Veteran Business Enterprise (DVBE) participation, as this is a qualifications-based award. Firms can submit for one or more geotechnical asset types, and the selected contractors will be assigned task orders based on their qualifications and availability.

A12: Yes, firms can provide 2-page (1 double-sided sheet) resumes.

Q13: When a prime firm brings in subconsultants, does the entire team provide five project references or should each team member provide five project references?

A13: The Prime firm is to provide 5 projects references for the entire team.

Section 2 – Negotiation Questions and Answers

Q14: Are we able to know who the current incumbents on the contract are?

A14: This is a new contract.

Q15: Do you know the anticipated amount of what the contract value could be, based on what the Cal E-procure states.

A15: While we can provide an estimated range, we are unable to specify a precise amount for the advertisement of this RFQ. As indicated in the Cal e Procure listing, the estimated contract value for all awards falls within the range of $40,000,000 to $50,000,000.

Q16: Will the subconsultants need to meet the same insurance requirements as the prime consultants?

A16: How a subconsultant meets the insurance requirements are between the sub and the prime. The contractor (prime) must be able to show proof of all insurance requirements.

Q17: The RFQ says there will be three contracts awarded for each of the 3 categories. Does this infer that 9 contracts will be awarded?

A17: Up to three contracts may be awarded per asset type. Up to two additional contracts for each contract awarded may be identified as back-up based on availability.

Q18: Is there a preference in scoring for higher SBE % or SBE who are primes?

A18: No, there is not. However, the Department encourages DVBE/SBE participation but because this is a qualifications-based award, DVBE/SBE participation cannot be considered as a selection criteria.

Q19: If a contractor wanted to submit for several different asset types, is there a limit?

A19: The contractor has the flexibility to choose any or all Geotechnical Asset Type(s) they wish to pursue by marking one (1) or more of the corresponding checkboxes on the SOQ Checklist. If no specific boxes are checked, DWR will consider the submission is for all three Geotechnical Asset Types.

Q20: Exhibit E, Paragraph 6 states that a payment bond and performance bond is required if construction activities are performed. Will geotechnical drilling fall in that category?

A20: Geotechnical drilling, if deemed necessary, will be identified at time of Task Order. The bonds would not be required until a Task Order identifies the need. Exhibit A, Scope of Work.
