About this opportunity

The City of Long Beach Department of Community Development is requesting proposals for geotechnical engineering peer review services on an on-call basis under RFP DV-23-278, with proposals due August 1, 2024 at 11:00 a.m. Pacific Time. The City issued a Notice of Intent to Award on December 4, 2024, selecting six firms: Atlas Technical Consultants, LLC; Geosyntec Consultants, Inc.; Group Delta Consultants, Inc.; Langan CA, Inc.; Ninyo & Moore Geotechnical & Environmental Sciences Consultants; and Verdantas Inc. Award is not final until purchase orders are issued and signed.

The scope comprises on-call peer review of geotechnical reports and plans across four service areas: earthquake fault investigations, oil well abandonment, methane gas mitigation, and miscellaneous soils/geotechnical/geologic reviews. Qualified consultants must hold current professional engineer, land surveyor, geologist, or geophysicist licenses from California or equivalent states in good standing, demonstrate at least three years of geotechnical peer review experience with California project examples, and maintain $1,000,000 commercial general liability and $1,000,000 professional liability per claim. A petroleum engineer license is highly desirable but not required. Consultants located outside the Los Angeles/Orange County area must explain how remoteness affects service responsiveness; mileage reimbursement cannot be assumed without prior City approval.

Pricing is submitted as fixed hourly fee schedules with no markups on reimbursable items. The City will not reimburse mileage, office supplies, overhead, or computer equipment. Individual task orders are anticipated to range between $25,000 and $100,000 in value; the Department of Community Development has historically required 3–5 peer reviews annually. Payment is rendered within 30 calendar days of invoice after work completion. The initial contract term is two years with options to renew for three additional one-year periods (maximum five years). The incumbent contractors are Geosyntec Consultants, Inc. and Interact PMTI, Inc. Prevailing wage requirements under California Labor Code Sections 1770 et seq. apply. The Equal Benefits Ordinance applies if individual contract value exceeds $100,000. Questions were due June 27, 2024; Addendum 1 (Q&A) was posted June 11, 2024.
