About this file

This is a Narrative Proposal Template for a Request for Proposal (RFP) issued by the City of Long Beach, California, for Geotechnical Engineering & Peer Review Oil Well Services. The template establishes comprehensive submission requirements for consultants seeking to provide geotechnical review services to the City on an as-needed basis. Consultants must submit detailed information regarding their organizational capacity, experience, qualifications, and professional history in providing geotechnical engineering services. The proposal must include staff resumes and proof of licenses for personnel assigned to geotechnical review work, as well as a minimum of two to five references from comparable projects, depending on project complexity. Additionally, consultants must disclose any subcontractors involved in service delivery and provide equivalent qualification and capacity information for all subcontractors, including California Department of Industrial Relations registration if labor compliance is triggered.

The proposal template requires consultants to articulate their methodology and approach for managing as-needed assignments, including work product examples demonstrating geotechnical review capabilities and any relevant professional awards. Consultants must detail their project management practices, communication protocols, quality control procedures, and collaborative strategies for working with multiple City departments, residents, and developers. The template includes specific requirements regarding proof of subcontractor payment to the City and internal procedures for monitoring project performance and timelines. The template does not specify contract pricing, duration, renewal options, or award dates, indicating these terms are likely detailed in separate RFP documentation. No information is provided regarding set-asides, incumbent contractors, funding sources, or contract values.
