About this opportunity
San Bernardino County Department of Public Works and San Bernardino County Flood Control District are soliciting proposals for geotechnical and materials testing services for the Seven Oaks Road Damage Repair project. The project involves road reconstruction and repair along 2.25 miles of Seven Oaks Road between Middle Control Road and 0.71 miles west of Glass Road in the Barton Flats area. Selected consultants will provide as-needed geotechnical and materials testing services during construction, including observation of compaction and grading, sampling, and field/laboratory testing of soils, aggregates, asphalt concrete, and Portland cement concrete in accordance with Caltrans, AASHTO, and ASTM standards. All testing work must be supervised by a California-registered Geotechnical or Civil Engineer. The proposal evaluation will be based on qualifications and experience (40%), technical review including work plan and quality control measures (40%), and references demonstrating similar project experience (20%). A non-mandatory pre-bid meeting is scheduled for January 7, 2026, with proposals due by 4:00 PM on January 22, 2026, via the ePro System. The anticipated contract award date is March 2026, with a contract term of up to two years.
The project is federally funded and subject to several key requirements, including Build America Buy America (BABA) provisions, Title VI assurances, and Disadvantaged Business Enterprise (DBE) participation goals. Contractors and subcontractors must be registered with the Department of Industrial Relations and comply with prevailing wage laws, with certified payroll submissions required monthly. Proposers must demonstrate professional liability insurance of $1,000,000 per claim and $2,000,000 aggregate, general liability insurance of $1,000,000 per occurrence, and workers' compensation coverage. The fee proposal requires fixed hourly rates for various personnel classifications, with reimbursable costs including mileage at the IRS rate, equipment rental, and travel expenses following the County's Rate Schedule. While no specific award value is explicitly stated, the comprehensive fee structure includes detailed pricing for labor classifications, testing procedures, equipment costs, and mileage rates. The County reserves the right to reject any or all proposals, and no exclusivity is guaranteed for the selected contractor.
