About this file

This is Addendum No. 3 to a Request for Proposal issued by the San Bernardino County Department of Public Works for geotechnical and materials testing services related to the Seven Oaks Road Damage Repair project. The addendum clarifies proposal submission requirements and answers questions raised by prospective bidders regarding the RFP structure and attachments. The proposal deadline is 4:00 PM on Thursday, January 22, 2026, with submission via the ePro System. A non-mandatory pre-bid meeting was held on January 7, 2026. The County has indicated that project submittal review will begin around the end of March 2026, with on-site mobilization scheduled approximately one month thereafter. The anticipated contract award date is March 2026, and the contract term extends up to two years. The addendum specifies that Attachment A (Cover Page checklist) supersedes any other layout order presented in the RFP, that reserved sections may be disregarded from proposal submissions, and that no soils report is available for this project.

Key clarifications in the addendum address submission procedures, including confirmation that physical paper submissions are not required if proposals and fee schedules are submitted electronically through ePro, and that font sizes may be adjusted for legibility on required forms. The addendum confirms that Attachment N (Federal Contracting Provisions) is included on page 47 of the RFP package and must be included in the proposal submittal. Critically, any proposal not accompanied by a signed Bidder's Certification acknowledging receipt of Addendum No. 3 will not be accepted. The certification must be signed by the same person who signs the proposal and submitted with the proposal package. The project schedule remains tentative pending weather and site access conditions.

Questions and Answers:

1. Question: We noticed that the cover page lists additional line items that are not referenced in the proposal formatting section, including: Item 8: Work Plan and Schedule Item 13: Attachment H Reserved Item 16: Attachment K Reserved Item 19:Attachment M Reserved Item 20: Attachment N Federal Contracting Provisions Could you please confirm whether these items should be removed from the cover page? Thank you for your guidance.

Answer: Attachment A Cover Page checklist will supersede any other layout order presented in the RFP, including the work plan and schedule and federal contracting provisions as indicated on the cover page. Reserved items will have nothing to submit for their respective attachment.

2. Question: Attachment A, Cover Page, contains a different layout order than the RFP itself. For example, page 10 of the RFP states section 7 should be "Reserved," while the Cover Page has Section 7 as "Proposal Description." Which proposal order should we follow, the Cover Page or the requested order contained within Pages 9-11 of the RFP?

Answer: Attachment A Cover Page checklist will supersede any other layout order presented in the

RFP.

3. Question: Attachment A, Cover Page, lists Attachment N Federal Contracting Provisions as a requirement, but this is not included with the RFP. Also, Attachment A is missing Item Number 5 on the checklist. Can we please get clarification on if there is a missing item for Number 5, and if Attachment N will be required and provided to Bidders?

Answer: Attachment N is included in the RFP package on page 47 of 62. Please include the certification as part of the submittal and disregard the missing number 5. The Attachment A checklist should be complete.

4. Question: Please confirm that a physical paper submittal and fee schedule is not needed to be delivered if proposers are submitting digitally through epro.

Answer: Confirmed. A physical submission is not required if the proposal and fee schedule are both submitted electronically through ePro (separately).

5. Question: Please clarify if 11-pt font is required when filling out the required forms in the submittal where the font size is too large for the form.

Answer: Font size can be adjusted as needed, but make sure it is legible for evaluation.

Answer: Yes, the reserved sections can be disregarded from the proposal submission

7. Question: Does the County have an expected schedule for this project?

Answer: Schedule is still tentative pending weather and access. Project submittal review to begin around end of March 2026 and on-site mobilization will take place about a month after that.

8. Question: Does the County have a soils report they can share?

Answer: There is no soils report for this project.
