About this opportunity

The St. Johns River Water Management District is seeking bids for a Geosynthetic Slope Stabilization project located at Roach Road on the Lake Apopka North Shore in Polk County, Florida. The Invitation for Bids (IFB) solicits contractors to stabilize the north side slope of Roach Road using a geosynthetic stabilization product, with the contractor responsible for properly sizing the geosynthetic material. Bidders must demonstrate a minimum of five years of experience and have completed at least two similar geosynthetic slope stabilization projects valued at $100,000 or more within the past five years. A non-mandatory pre-bid conference is scheduled for November 5, 2024, with bid submissions due by 2:00 p.m. on November 14, 2024. The project contract term extends from the effective date to September 30, 2025, with potential for mutual extension. Evaluation will focus on selecting the lowest responsive and responsible bidder, with the District reserving the right to reject all bids if costs exceed the estimated budget.

The procurement does not specify specific set-aside designations or restrictions for disadvantaged enterprises. Subcontractors are limited to performing no more than 40% of the overall work. The estimated project budget is $250,000, with payment terms including monthly invoicing and a 5% retainage that will be released upon project completion. Liquidated damages of 0.5% of the total contract amount per day will be assessed for failure to complete the work by the designated completion date, which has been extended to May 31, 2025, according to the addendum. The project requires the successful contractor to provide all necessary materials, labor, and expertise to complete the geosynthetic slope stabilization, with bid pricing to remain fixed and guaranteed for the contract's duration. The District will award the contract based on the most advantageous bid that meets all specified requirements and demonstrates the capability to successfully execute the slope stabilization project.
