About this opportunity
The City of Vidalia, Georgia, in Terrell County, is seeking sealed bids for the supply, design, construction, and installation of seven diesel and natural gas-powered standby generators totaling 825 kW, along with nine automatic transfer switches (ATS) ranging from 100 to 400 amps, to be deployed across nine municipal facilities including three water wells, four lift stations, and two fire stations. The project is partially funded through FEMA's Hazard Mitigation Grant Program (HMGP) with the objective of ensuring uninterrupted power supply during emergencies and critical infrastructure operations. All equipment must meet current EPA emission requirements, comply with National Electrical Code (NEC) and NFPA 110 standards, and include UL 2200 listing and CSA certification. Specific generators include two 25 kW natural gas-powered units for fire stations and five additional units ranging from 25 kW to 200 kW for water and wastewater facilities. The successful contractor must provide comprehensive deliverables including design plans, installation by licensed electricians, initial startup and testing per NFPA 110 standards, a minimum of 18 on-site training hours for city personnel at each installation site, concrete pad construction, permitting, engineering approvals, debris removal, and disposal. Sealed bids must be submitted through the DFS Procurement Portal by December 1, 2025, at 12:00 p.m. CST, with bid opening scheduled for December 1, 2025, at 2:00 p.m. CST at City Hall, and awards to be determined at the City Council meeting on December 8, 2025. An optional pre-bid meeting with site visits is scheduled for November 13, 2025, at 1:00 p.m. at Vidalia City Hall (302 E 1st St, Vidalia, GA 30474), with separate site visits available upon request subject to availability. Questions regarding the scope must be submitted by November 21, 2025, at 5:00 p.m. CST, and all submitted bids remain valid for 90 calendar days following the submission deadline.
Bidders must submit a 5 percent bid guarantee in the form of a bid bond, certified check, cashier's check, postal money order, or irrevocable letter of credit, and the successful contractor must furnish Performance and Payment Bonds each for 100 percent of the contract amount upon award. All bid costs are all-inclusive, covering equipment, labor, concrete pads, permitting, inspections, debris removal, and disposal, with annual generator maintenance services requested as an optional separate line item. Bidders must provide proof of general and professional liability insurance, three references, specification sheets, lead time information, and a notarized affidavit per O.C.G.A. 13-10-91(b)(1), and must comply with all federal, state, and local code requirements and obtain all necessary permits and engineering approvals. The procurement documents do not specify set-aside designations for disadvantaged enterprises or restrictions limiting participation to particular organizational types. No incumbent vendors or current contractors are identified in the solicitation materials. The City reserves the right to reject any or all bids and may award work to multiple bidders or remove individual sites to meet grant deadline requirements, though no specific contract value or budget range is disclosed in the available documentation.
