About this opportunity
The City of Madison Engineering Department is requesting bids for generator maintenance services across 22 municipal generators, with bids due September 3, 2026, and an optional site visit on August 13 at 8:30 a.m. A local-vendor preference applies to registered suppliers.
The scope encompasses preventative maintenance organized into three service tiers: basic preventative maintenance twice annually, oil analysis once yearly, and load testing with major preventative maintenance annually (replacing one scheduled basic PM in those years). Generators range from 20 kW to 650 kW across four capacity tiers, with 16 small units (0–100 kW), 3 mid-range units (101–250 kW), 2 large units (251–500 kW), and 1 heavy unit (501+ kW) in the base scope. Major PM includes oil and filter changes, fuel filter replacement, coolant flushing, and two-hour load bank testing at 25% increments to 100% nameplate capacity. All maintenance must include written field service reports documenting inspection findings, deficiencies, corrective actions, and recommendations. The City may add approximately 2–4 new generators annually on a fixed-price basis and reserves the right to partially award to one or more bidders.
The initial contract term is three years with two optional one-year extensions. Pricing must be submitted as all-inclusive, not-to-exceed fixed fees using Form D2, with prices fixed throughout the contract and any renewals. Contractors with 15 or more employees and $50,000 or more in annual aggregate business with the City must file an Affirmative Action Plan within 30 days of contract execution. All contractors must carry $1 million Commercial General Liability and $1 million Business Automobile Liability per occurrence. Bidders must submit Forms A–E, including vendor profile and three references. Questions are due August 18, 2026 at 2:00 p.m., with answers posted by August 24.
