About this opportunity

The Texas Health and Human Services Commission is soliciting competitive bids for general campus repairs and maintenance services at the Lubbock State Supported Living Center, with responses due August 11, 2026 at 10:30 a.m. Central Time under IFB HHS0017375v2. A VetHUB (Veteran Heroes United in Business) subcontracting goal of 32.9% applies — all respondents must submit a completed HUB Subcontracting Plan as a condition of responsiveness, regardless of their own VetHUB certification status.

The scope includes concrete work for sidewalks, ramps, and parking lots; interior and exterior painting; wall repairs for CMU and brick walls; door installation; and ceiling repairs and replacement. Services must be provided as-needed during regular business hours (8 a.m. to 5 p.m., Monday through Friday) with four-hour response time for standard calls and one-hour emergency response. All work must comply with ADA Title II accessibility guidelines and hold Texas Department of Licensing & Regulation approval. Personnel assigned to the contract must hold necessary TDLR and Texas State Board of Plumbing Examiners licenses. Bidders must provide a minimum of three verifiable references for similar services within the past two years and demonstrate a minimum of three years of relevant experience.

The contract term runs September 1, 2026 through August 31, 2027, with three optional one-year renewals and a potential one-year extension for continuity. Pricing must be firm and fixed and submitted on the provided Pricing Sheet with all-inclusive unit rates. The historical monetary value for similar services was $150,000 for September 1, 2024 through August 31, 2026, provided as a guideline only. Price adjustments are permitted at HHSC's discretion based on CPI-W or CPI-U or federal minimum wage increases. Insurance requirements include workers' compensation, commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($1,000,000), professional liability ($1,000,000), and umbrella liability ($1,000,000). Evaluation is based on bidder qualification, ability to meet performance requirements, and pricing, with award to the bidder offering best value; HHSC reserves the right to make single or multiple awards. Questions are due July 27, 2026, and a courtesy HUB Subcontracting Plan review deadline is July 31, 2026.
