About this opportunity
Palm Beach County Water Utilities Department is requesting proposals for General Utility, Architectural & Value Engineering Continuing Services (Project No. PBCWUD 26-017) with proposals due July 8, 2026 at 3:30 p.m. A mandatory 20 percent Small Business Enterprise (SBE) participation goal applies, with up to 15 evaluation preference points awarded based on certified SBE participation.
The contract will select up to two firms to provide planning, architecture, engineering, land surveying, geotechnical, and condition assessment services for water treatment facilities, wells, wastewater treatment facilities, and reclaimed water systems on a continuing, as-needed basis. The contract term is four years. Compensation is structured as hourly rates (with labor rates, overhead, and profit subject to audit and scheduled in Exhibit C) or lump sum fees as determined by individual Consultant Services Authorizations. Out-of-pocket expenses are reimbursable with supporting documentation; travel expenses follow Florida Statutes Section 112.061 rates. Monthly invoicing is due by the 15th of the following month, with County payment within 45 days.
Prime consultants and all subconsultants must hold current CCNA (Consultants' Competitive Negotiation Act) certification in applicable Palm Beach County categories prior to the proposal due date. Firms that have submitted CCNA applications or renewal applications before the due date may submit proposals, provided full certification or recertification is obtained before the Final Selection Committee meeting. All respondents must be registered in Palm Beach County's Vendor Self Service (VSS) system. Subconsultants must also be registered before contract finalization.
Proposals must include a letter of interest, GSA Form SF 330, prime consultant and subconsultant questionnaires, OSBD Schedules 1 and 2, commercial non-discrimination certification, and conflict of interest disclosure forms, submitted in nine originals (eight bound and one unbound) plus one CD or USB flash drive. Insurance requirements include Commercial General Liability ($500,000), Business Auto Liability ($500,000), Professional Liability ($3 million), and Workers' Compensation. The County must be named as Additional Insured. The non-mandatory pre-proposal meeting was held June 8, 2026 at the Central Region Operations Center, Conference Room 55, 8100 Forest Hill Blvd, West Palm Beach. Questions were due June 26, 2026. Contract awards are projected for December 2026.
