About this file

This is Addendum No. 3 to a Request for Proposals issued by the Palm Beach County Water Utilities Department for General Utility, Architectural and Value Engineering Continuing Services (Project No. PBCWUD 26-017). The addendum addresses three key questions and answers regarding proposal submission requirements. Regarding CCNA certification, firms that have submitted their annual renewal applications but have not yet received confirmation of recertification by the proposal due date may submit proposals, provided they obtain the recertification prior to the Final Selection Committee meeting. Required forms associated with the project are available on the VSS portal and at https://discover.pbcgov.org/engineering/roadwayproduction/Pages/Roadway-Publications.aspx. The deadline for submitting questions regarding this project was June 26, 2026, as indicated on the VSS portal. The addendum was issued on June 30, 2026, by Krystin Berntsen, P.E., PMP, Deputy Director of the Palm Beach County Water Utilities Department.

No pricing terms, set asides, incumbent information, funding sources, or contract award amounts are specified in this addendum document. The addendum serves primarily as a clarification instrument addressing procedural and certification requirements for prospective bidders submitting responses to the continuing services contract opportunity.

ADDENDUM NO. 3

PALM BEACH COUNTY WATER UTILITIES DEPARTMENT

GENERAL UTILITY, ARCHITECTURAL AND VALUE

ENGINEERING CONTINUING SERVICES

Project No. PBCWUD 26-017

QUESTIONS AND ANSWERS:

Q1- Does Baxter & Woodman need to reapply for the CCNA certification or is our current CCNA certification ok? I was told that it is “suggested” to reapply every year but that our current CCNA certification is not expired, so we are looking to have some clarity on this.

A1- It is acceptable for proposal firms that have submitted their CCNA annual renewal applications but have not yet received a confirmation of the recertification at the proposal due date, to submit their proposals. The recertification must be obtained prior to the Final Selection Committee meeting.

Q2- How do we get the forms associated with these projects, I didn’t see any forms on the VSS portal for these. When I call the number that is on the notice (“relevant forms may be obtained by contacting the Roadway Production Division at 561-684-4150”) they say they can’t help and that this is the wrong department.

A2- Any required forms associated with this project can be found on the VSS portal. The forms to be submitted with the RFP response can be found at https://discover.pbcgov.org/engineering/roadwayproduction/Pages/Roadway-Publications.aspx.

Q3- When is the deadline to ask questions for these projects?

A3- The deadline to ask questions for this project is June 26, 2026, as indicated on the VSS portal.
