About this file
This is an Addendum No. 2 to a Request for Proposal issued by the Palm Beach County Water Utilities Department for General Utility, Architectural and Value Engineering Continuing Services (Project No. PBCWUD 26-017). The addendum addresses two critical questions regarding CCNA (Certified Construction Norms Association) certification requirements and compliance timelines. The document clarifies that firms may submit proposals if they have submitted CCNA applications or renewal applications prior to the proposal due date, even if certification confirmation has not yet been received. However, full CCNA certification or recertification must be obtained before the Final Selection Committee meeting for proposal acceptance to be finalized. The addendum was issued on June 11, 2026, and is signed by Jane House, P.E., LEED AP, Director of Engineering for the Palm Beach County Water Utilities Department.
The addendum provides flexibility in the certification timeline while maintaining compliance standards for this continuing services contract. Specifically, firms that have applied for initial CCNA certification or are in the process of renewing existing CCNA certification may proceed with proposal submission without waiting for official confirmation, provided they complete the certification process before the Final Selection Committee convenes. This provision addresses concerns raised by prospective bidders regarding the feasibility of obtaining certification within the proposal submission window and clarifies that certification lapses due to renewal delays do not disqualify otherwise qualified firms, as long as renewal applications are submitted timely and certification is restored prior to final selection.

ADDENDUM NO. 2
PALM BEACH COUNTY WATER UTILITIES DEPARTMENT
GENERAL UTILITY, ARCHITECTURAL AND VALUE
ENGINEERING CONTINUING SERVICES
Project No. PBCWUD 26-017
QUESTIONS AND ANSWERS:
Q1- Upon reviewing the PPM CW-O-048, it notes that firms are required to be CCNA certified by the RFP deadline. However, the second paragraph indicates that each department has the discretion to accept a LOI from a firm that has at minimum applied for CCNA certification.
I reached out to Holly Knight for clarification. She confirmed receipt of our CCNA application and acknowledged our interest in the WUD Continuing Services Contracts RFP, noting this may expedite the review. Yet, she emphasized that acceptance of the LOI remains at the discretion of each department.
Could you please confirm the acceptable status regarding the CCNA certification process for this RFP?
We want to ensure our compliance and approach align with your expectations.
For reference, the PPM states:
A1- It is acceptable for proposal firms that have submitted their CCNA applications but have not yet received a confirmation of the certification at the proposal due date, to submit their proposals. The certification must be obtained prior to the Final Selection Committee meeting.
Q2- While reviewing the county's CCNA Certification records on Palm Beach County's website, I noticed Reina Engineering is no longer listed. I have attached a copy of the certification list downloaded a few weeks ago which includes our firm. We spoke to Holly Knight regarding this issue, and she informed us that our certification does not expire but gets removed from the list if not renewed within 3 years. I have also attached a related conversation with Dierdre Kyle.
A2- It is acceptable for proposal firms that have submitted their CCNA annual renewal applications but have not yet received a confirmation of the recertification at the proposal due date, to submit their proposals. The recertification must be obtained prior to the Final Selection Committee meeting.
