About this opportunity
The Georgia State Financing and Investment Commission, on behalf of the Georgia Department of Corrections, is soliciting qualified firms to provide lock and control specialist services through a Request for Qualifications and Fee Proposal (RFQ/RFP). The procurement seeks companies capable of supplying eight or more skilled specialists to perform repair and maintenance of security locks and locking control systems at state prison facilities statewide, including work on mechanical and electromechanical locks, sliding devices, hinges, door position switches, and related equipment. Required qualifications include demonstrated experience with welding, grinding, metal fabrication, key duplication, re-keying capabilities, and knowledge of programmable logic controllers (PLCs). The evaluation will be conducted in one step, combining qualifications and fee proposals, with selection criteria weighted at 60 percent for qualifications and experience and 40 percent for value, resulting in award based on overall best value. Critical deadlines include a written questions deadline of April 15, 2026 at 2:00 PM, with Statements of Qualifications and fee proposals due April 23, 2026 at 2:00 PM, and selection announcement scheduled for May 7, 2026. Services are expected to commence in spring 2026 and conclude in the second quarter of 2027, with potential for contract extensions. Proposers must submit combined statements of qualifications not exceeding 50 pages along with fee proposals including hourly labor rates with overhead and profit, travel costs, overtime rates, and overnight rates based on 40-hour work weeks via electronic PDF upload to the GSFIC Egnyte FTP site.
Minimum qualifications require Georgia Secretary of State business registration, current Commercial General Liability Insurance with $1,000,000 per occurrence and $2,000,000 aggregate limits, and $5,000,000 commercial umbrella liability coverage, with all staff required to pass background checks and comply with GDC Standard Operating Procedures. Required submissions include three executed exhibits: a Certification Form, Contractor Affidavit under O.C.G.A. 13-10-91(b)(1), and a Disclosure Statement. Georgia resident proposers receive reciprocal preference in the evaluation process, and GSFIC actively encourages participation from minority-owned, woman-owned, and small business enterprises. The procurement reserves the right to award one or more contracts and may conduct negotiations to establish mutually acceptable terms. No incumbent vendors or budget ranges are specified in the available documentation, and successful firms will be integrated into existing GDC facility operations and security protocols.
