The contractor must be duly licensed in gastroenterology under California Business and Professions Code Section 3107 and Health and Safety Code Section 1345, with demonstrated expertise in treating developmentally disabled populations and a minimum of three years of experience working with this specialized population. Key deliverables include providing up to 36 full clinics over the three-year contract period (July 1, 2026 through June 30, 2029), with individual clinic sessions lasting one to four hours and no more than one clinic billable per calendar day. The contractor must submit written consultation reports containing examination results, laboratory tests, diagnoses, and treatment recommendations, as well as detailed surgical reports with follow-up recommendations for all clinical procedures performed. Required qualifications include current valid gastroenterology licensure with copies submitted in bid documents, current professional liability insurance with minimum coverage of $1,000,000 per occurrence and $3,000,000 aggregate, compliance with PDC's Organized Medical Staff Bylaws and credentialing requirements, and for staffing agencies, qualified personnel must be in place at time of bid submission with all candidate licenses provided. The bid submission deadline is Friday, April 24, 2026 at 10:00 AM PDT, with bid opening at 10:30 AM the same day; written questions must be submitted by Thursday, April 16, 2026 at 3:00 PM PDT with answers posted by Friday, April 17, 2026 at 4:00 PM PDT. Award will be made to the lowest responsive responsible bidder based on the per-clinic rate, with a proposed Notice of Intent to Award scheduled for Tuesday, April 28, 2026 and proposed award date of Tuesday, May 5, 2026.
The IFB includes a five percent Small Business preference available for California Small Businesses, Microbusinesses, or Non-Small Businesses with a minimum 25 percent Small Business subcontracting, with a maximum preference adjustment of $50,000. Additionally, the State offers a Disabled Veteran Business Enterprise (DVBE) incentive of one to five percent depending on participation level, with a maximum incentive adjustment of $50,000 or five percent, whichever is less, though mandatory DVBE participation requirements have been waived. Bidders must comply with comprehensive HIPAA Business Associate Assurances requirements, including implementation of administrative, physical, and technical safeguards for Protected Health Information; designation of privacy and security officers; annual employee training on HIPAA requirements; breach notification within 72 hours; and maintenance of equivalent protections by all subcontractors and agents. The contractor must also adhere to the California Department of Developmental Services Sexual Harassment Prevention Policy, maintain professional liability insurance throughout the contract term, establish accounting systems using generally accepted accounting principles, and comply with tuberculosis testing and Hepatitis B antigen screening requirements for all staff. The specific per-clinic rate and total contract budget are not disclosed in the available documentation but will be detailed in the cost submission requirements; however, the contract includes a budget contingency clause allowing the State to cancel with no liability if the Budget Act fails to appropriate sufficient funds. The State retains the option to extend the contract for up to one additional year at the same proposed rates to maintain continuity of care.
