About this opportunity

The West Virginia General Services Division (GSD), Department of Administration, is requesting quotes on an Agency Request for Quote (ARFQ) for garage door repair and maintenance services at multiple state-owned facilities across West Virginia, with quotes due August 20, 2026 at 2:30 p.m. and technical questions due August 13, 2026 at 12:00 p.m.

The scope covers annual preventative maintenance inspections, repairs, testing, and emergency services for overhead garage doors at approximately 24 state-owned buildings. Services include maintenance of tracks, rollers, cables, springs, electric operators, and controls. The contractor must respond to routine maintenance calls within 48 hours and emergency calls within 24 hours. Contractors must be factory-certified by garage door manufacturers and possess a minimum of three years' experience in commercial and residential garage door maintenance.

Pricing shall be submitted on a flat-rate basis per building for annual preventative maintenance inspections and an hourly labor rate for repair services, with all parts, travel, and mileage costs included at no additional charge to the agency. Parts must be priced at the lowest possible cost based on manufacturer's suggested retail price less discounts, with freight charges passed through as invoiced without markup. All labor carries a 30-day warranty, and manufacturers' warranties must be passed through on parts.

The initial contract term is one year from award with the option for three successive one-year renewal periods. The contractor must maintain commercial general liability insurance of at least $1,000,000 per occurrence and automobile liability insurance of the same amount. The contract is funded through state appropriations and contingent upon continued legislative funding. No mandatory pre-bid meeting is scheduled. Inquiries should be directed to Cody G. Taylor, buyer, at 304-352-5531 or cody.g.taylor@wv.gov.
