About this opportunity
The City of Burnet, Texas is requesting sealed bids on the Galloway Park Concession Stand Project (FEMA Project 964547, PID CIPSP-2026B) with bids due September 10, 2026 at 11:00 a.m., an optional pre-bid conference on August 27 at 11:00 a.m., and questions due September 6 at 5:00 p.m.
The scope encompasses construction of a concession stand with 6,025 square feet under roof and 1,418 square feet of conditioned space, featuring steel columns, wood frame roof, concrete slab foundation, sidewalk and concrete areas, ramp, stairs, rails, restrooms, concession area, covered seating, utilities, underground drainage, and associated appurtenances. The bid package includes 44 base pay items plus added bid alternates for electrical conduit relocation, CMU column surrounds, landscaping with irrigation, and miscellaneous items. Addendum 1 (issued August 17, 2026) adds temporary security fencing and a Brivio security system door access to the base scope, converts original security fencing to an added alternate, introduces thermoplastic membrane roofing specifications with 20-year system warranties and Factory Mutual Class I windstorm resistance requirements, and establishes a $10,000 landscaping allowance. Roofing installation requires daily manufacturer attendance. Bidders must acknowledge Addendum 1 and return it with their sealed packet; failure results in bid dismissal. A landscaping sketch with cost estimate is required with proposals.
Performance and payment bonds equal to 100 percent of the contract amount and a maintenance bond of 10 percent are required. Bid security of 5 percent of the bid amount (certified check, bank draft, or bid bond payable to the City) is required. The project is FEMA-funded and subject to Davis-Bacon Act prevailing wage, Contract Work Hours and Safety Standards Act requirements for contracts exceeding $100,000, and federal compliance including suspension and debarment certifications and equal employment opportunity requirements. The successful bidder must complete all work within 270 calendar days after notice to proceed, with final completion within 15 days thereafter. Evaluation criteria include project cost, offeror experience and reputation, schedule compliance, municipal relationship history, audited financial statements, safety program implementation, and litigation history under Texas Local Government Code Section 252.043. Award decisions will be completed no later than 45 days after proposal opening. Pricing and bid security remain valid for 90 days following opening; no bidder may withdraw within 90 days after opening.
