About this file
This Addendum No. 1, issued by the City of Burnet Engineering Department on August 17, 2026, modifies the bid documents for RFP 2026-009 regarding the Galloway Park Concession Stand Project (FEMA Project 964547, PID: CIPSP-2026B). The project involves construction of a 6,025 square foot structure under roof with 1,418 square feet of conditioned space, including a concession stand, restrooms, covered seating area, utilities, underground drainage, and associated site work. The addendum adds two new pay items (Items 44 and 45) for temporary security fencing and a Brivio security system door access, converts Item 7 (security fencing) to an added bid alternate, and introduces four additional bid alternates for electric reroute, CMU split-face column surrounds, landscaping, and miscellaneous items. All bidders must acknowledge receipt of this addendum and return it with their sealed bid packet; failure to do so will result in bid dismissal. The addendum includes updated bid tabs, revised drawings (including modifications to the reflected ceiling plan, plumbing plan, site plan, and utility plan), and a complete specification section for thermoplastic membrane roofing (Section 07-5400) with requirements for 20-year system warranties and Factory Mutual Class I windstorm resistance ratings.
Bidders are required to provide a landscaping sketch with their proposals, including a cost estimate for irrigation of proposed landscaping. The City is seeking pre-approved vendors for the Brivio security system and notes that Net Solutions is a previously retained pre-approved vendor; other authorized retailers may be pre-approved prior to bid submission. The site plan indicates relatively flat existing contours, and bidders are advised to conduct site visits prior to submitting proposals. A landscaping allowance of $10,000 has been established as Item 42 in the base bid. Contractors must provide performance bonds and insurance certificates per specifications and comply with the City of Burnet's Technical Construction Standard Manual. All construction must follow the referenced standards including NRCA Roofing and Waterproofing Manual guidance, and roofing installation requires daily manufacturer attendance during installation. The project is funded through FEMA (Project 964547).

The City of Burnet issues this Addendum on the above captioned project. This Addendum details the changes and the respective bid document pages which were added and/or changed. Each bidder is required to acknowledge receipt of this Addendum, on the form included in the Addendum below. Failure to acknowledge receipt of this Addendum in your bid proposal will result in your bid not being read.

1. Bonds: No Change
2. Dates: No Change
3. Questions and Answers: This Bid Addendum also answers questions posed by contractors throughout the bid process and at the pre-bid meeting as follows: See CivCast project page answered questions under project CIPSP-2026B.
4. Bid Document Changes: This item outlines changes to the Bid Documents.
Attached are updated bid tab and updated set of drawings:
a) This addendum revises the bid tab by adding items 44 & 45 and making previous item 7 (security Fencing) an added bid alternate attached hereto.
• Moreover, another added alternate is door access. The City is looking to match the access system provided by Brivio systems. An approved equal will be considered on individual basis, considering maintenance, historical longevity, and other factors. Any such approved equals must be done prior to the bid submittal. The City in the past retained the services of Net Solutions, which is a pre-approved vendor for Brivio Systems. However, other authorized retailers of such system can be pre-approved but must be done so prior to acceptance of the bid.
• Security Fencing: The City is considering using its own staff to provide construction security fencing; however, if the bid alternate is not awarded, the contractor is responsible for maintaining access to field users and protect workers & equipment at all times.
b) This addendum provides specification on Thermoplastic Membrane Roofing;
section 07-5400 attached hereto.
c) Changes to drawing A2.2 to add a catwalk to the ceiling plan attached hereto.
d) Revision to drawing P1.00 to revise domestic water attached hereto.
e) Changes to Site Plan drawing C1.0 to add existing contours in the background. The site is relatively flat, and the contours are relatively far apart from each other. Bidder is advised to visit the site prior to bidding.
f) This addendum also changes the utility plan sheet C2.0 by modifying the route of the sewer service attached hereto.
