About this opportunity
The Illinois Department of Transportation is soliciting bids on wood posts for IDOT Districts 1–9 under a Small Business Set-Aside (SBSA) procurement, with bids due August 25, 2026. Eligibility is restricted to vendors registered in the Illinois Small Business Set-Aside Program at the time bids close.
Wood posts must conform to IDOT Standard Specifications Article 1007.05, which establishes requirements for timber materials, grading, preservative treatment, dimensional specifications, moisture content, and chemical treatment applications. Posts will be used for year-round maintenance and new traffic sign installations across Illinois. All delivery must be completed by June 30, 2027 to various IDOT district locations via flatbed truck, F.O.B. destination, freight prepaid, during regular work week hours (8:00 a.m. to 2:00 p.m.). Posts must be bundled by length and secured with at least four metal straps, separated by 2-inch wood cross pieces to permit forklift accessibility.
A domestic products preference applies: bidders must affirmatively declare that wood posts are manufactured in the United States. The State may waive this requirement if products are unavailable in reasonably available quantities, exceed comparable foreign products by 12 percent or more in price, or if quality concerns exist.
The contract has an initial term from the last dated signature through June 30, 2027, with a maximum total contract term not exceeding ten years. All costs are inclusive of materials, labor, packaging, handling, and shipping; vendors cannot bill separately for freight, fuel surcharges, or delivery fees. Bidders must maintain General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Worker's Compensation Insurance as required by law. Subcontracting is not permitted.
Bids must be submitted electronically through BidBuy and remain firm for 180 days from opening. Bidders must complete all required documents including Vendor Disclosure, the Offer to the State of Illinois, and applicable Business Enterprise Program or Veterans Small Business Program Utilization Plans. Vendors awarded contracts of $1,000 or more must pay a $15 fee to the Illinois Comptroller's Administrative Fund. This procurement does not utilize federal funding.
